PRIORITY POLICY STATEMENT

Infrastructure and City Assets.
FISCAL IMPACT
This item generates no additional fiscal impact to the Fiscal Year 2023-24 Adopted Budget. The Capital Improvement Program (CIP) Budget has funding available from Project 55055 HOPE Center Building Improvement Project savings. Staff requests re-appropriating $150,000 in available funds saved from Project 55055 contingency funding to Project 55056 Hunt Library Revitalization Project in the CIP Fund (Fund 74). The $150,000 would support Hunt Library site improvements. Staff would determine and report the Hunt Library Revitalization project under the appropriate ARPA eligible category in accordance with US Treasury guidelines.
DISCUSSION
The Hunt Library building and site is listed as a local historical landmark and also pending inclusion on the National Register of Historic Places. The building functioned as a city library until closing in 2013. he City has renovated the building over the past several years to provide limited library services and general public amenities.
Staff programmed the project in five phases, due to the scope of the renovations:
Phase One – Roof Replacement (complete)
Phase Two – Water and Sewer Improvements (complete)
Phase Three – Building Renovations (99% complete)
Phase Four – Site Fencing Improvements (complete)
Phase Five – Site Improvements (design in progress).
The City received a $1,250,000 state grant for renovation in Fiscal Year (FY) 2020-21. The state awarded an additional $1,250,000 for FY 2021-22. The state has awarded an additional $2,750,000 grant for FY 2022-23, with $250,000 specifically allocated to programming. The City has completed or nearly completed four of the five phases and has approximately $400,000 remaining grant funds available for site improvements.
Staff has initiated site improvements design and will minimize to address accessibility, fire access and site functionality. Improvements include new accessible parking stalls, accessible path of travel to the building, new trash enclosure (none currently exist), entrance drive aisle modifications for fire access and improved site circulation. Staff will also include modification of the Pooch Park location. The small dog and large dog areas will retain the same footprint but will relocate to the southeast corner of the site, to provide a larger buffer from the parking area and building. The number of parking stalls will remain the same, however, staff will design site improvements to allow expansion of parking if warranted in the future.
Staff has estimated the site improvement project costs (design, construction, inspection, permitting, contingency, etc.) will total approximately $800,000. The City currently funds the project with approximately $400,000 of remaining grant funds and Park Dwelling Funds will contribute to the Pooch Park modifications, leaving approximately $150,000 needed for the project budget. If City Council authorizes the requested budget transfer, staff will finalize the design, bid the project and return to City Council for construction contract award and final budget transfer amount. Staff has programmed completion by March 2024. cc: City Manager Eric J. Levitt
