SUBJECT: CLASSIFICATION PLAN UPDATE FOR ASSISTANT DIRECTOR OF PUBLIC WORKS – MAINTENANCE

SUMMARY
Proposed amendment to the City of Fullerton personnel classification plan establishing Assistant Director of Public Works – Maintenance classification.

RECOMMENDATION
Adopt Resolution No. 2023-XXX.

RESOLUTION NO. 2023-XXX – A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF FULLERTON, CALIFORNIA, ADOPTING A CERTAIN CLASS SPECIFICATION IN THE PERSONNEL CLASSIFICATION PLAN

CITY MANAGER REMARKS
The City Manager recommends approval of establishing the classification of Assistant Director of Public Works.

PRIORITY POLICY STATEMENT
This item matches the following Priority Policy Statement:

Fiscal and Organizational Stability.

FISCAL IMPACT
The Fiscal Year (FY) 2023-24 budget includes funding for this new position originally listed on the Public Works personnel summary with the title Deputy Public Works Maintenance Services.

The fully burdened annual cost for the proposed position totals approximately $226,800.

Staff projects any expenditures to fall within the approved budget and does not request a FY 2023-24 budget adjustment.

DISCUSSION
The Public Works Department began an assessment of its operations in 2022 to help develop a management framework to better meet the needs of the department, promote efficiency and support policy priorities. The Public Works Department faces significant changes within the Maintenance Services operations with the recent retirement of the Streets and Landscape Maintenance Manager and upcoming retirement of the Facility and Sewer Maintenance Manager.

The City Engineer / Assistant Director of Public Works is heavily involved in overseeing the Public Works Engineering section. The Department needs another management-level position to oversee Maintenance Services operations and provide direction and technical assistance to improve service delivery and infrastructure maintenance activities. Additionally, this position would oversee accomplishment of major department goals and objectives.

Staff recommends creating an Assistant Director of Public Works – Maintenance position to oversee all Maintenance Services operations including Streets, Landscape, Facilities, Sewer, Fleet, Refuse Collection and the Water System. Staff recommends establishing a $140,396 salary control point with a minimum $112,317 salary and a maximum $168,475, which provides an approximate 6.6% differential between Assistant Director of Public Works - Maintenance and City Engineer / Assistant Director of Public Works.
