LAURA GIANNETTI-MERCER, HUMAN RESOURCES MANAGER II
SUBJECT: NEW EXECUTIVE EMPLOYEE CLASSIFICATIONS

SUMMARY

RECOMMENDATION
Adopt Resolution No. 2023-XXX.

RESOLUTION NO. 2023-XXX – A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF FULLERTON, CALIFORNIA, RELATING TO COMPENSATION FOR EXECUTIVE EMPLOYEES AND SUPERSEDING RESOLUTION NO. 2023-065

CITY MANAGER REMARKS
The City Manager recommends approval.

PRIORITY POLICY STATEMENT
This item matches the following Priority Policy Statement:

Fiscal and Organizational Stability.

FISCAL IMPACT
The fully burdened annual cost for Assistant Director of Public Works – Maintenance totals approximately $226,800 and $173,730 for the Deputy Director of Administrative Services.

The FY 2023-24 budget includes funding for these additions.

DISCUSSION
Executive Employees serve in the classifications of: Deputy Director of Parks and Recreation, Deputy Director of Community and Economic Development, Deputy City Manager, City Engineer / Assistant Director of Public Works and Chief Information Officer and all department directors.

Employees in this unit do not have recognized bargaining unit representation. Rather, City Council sets parameters for compensation and other terms of employment by resolution.

City Council approved adding the Assistant Director of Public Works – Maintenance and Deputy Director of Administrative Services to the Executive Employee Resolution. The addition of these positions requires revisions to the following sections of the Executive Resolution:

Paragraph A of Section 1: Purpose will be revised to include Assistant Director of Public Works – Maintenance and Deputy Director of Administrative Services.

Section 5: Appointing Authorities will be revised to include Assistant Director of Public Works – Maintenance and Deputy Director of administrative Services as Tier 3 Classifications.

Staff will revise Appendix A to include Assistant Director of Public Works – Maintenance with a $140,396 control point and Deputy Director of Administrative Services with a $136,593 control point.

Establishing the proposed control point for Assistant Director of Public Works – Maintenance ($140,396) requires an adjustment to the Executive salary schedule. Staff recommends creating a new numbering structure due to the limited number of available salary ranges and incorporate the new control point for Assistant Director of Public Works – Maintenance. Staff would assign executive classifications to the new ranges as follows, with no change to the existing salary control points. In addition, staff would delete duplicate or obsolete ranges.
