DISCUSSION
The Fullerton Police and Fire Departments partnered with the Urban Areas Security Initiative Grant Program, administered by the cities of Santa Ana and Anaheim, since its inception in 2009. Grant funds originate from the Department of Homeland Security and Federal Emergency Management Agency, through the Governor’s Office of Emergency Services, to support first responder capacity to respond to terrorism acts or threats. This year’s limited funding would reimburse personnel costs for Fullerton police officers providing UASI-approved instruction. Past benefits for Fullerton provided by other UASI funds include:

Enhancement of multi-jurisdictional / inter-jurisdictional all-hazards incident planning, response and recovery capabilities with armored vehicle, training simulators maintenance and regional training and exercise program for law enforcement and fire personnel.

Enhancement of the Countywide Automated License Plate Reader System mobile units installed on police units and trailers as well as fixed mobile cameras available for checkout.

Sustainment of Ready OC and “If You See Something, Say Something” preparedness campaigns.

Sustainment of Orange County Civic Center video surveillance system.

Sustainment of the Orange County Intelligence Assessment Center intelligence analysts and Terrorism Liaison Officer program.
