FISCAL IMPACT

DISCUSSION
The Public Works Street Division has an outdated, 22-year-old Painter Stencil Truck scheduled for replacement. Staff has sufficient funding to purchase the truck as part of the City Vehicle Replacement Program. The truck is a front-line unit servicing the Public Works Department Street Division and used by traffic painters for all street repairs, including painting legends, numbers, letters, crosswalks, curb painting and assisting Traffic Engineering Projects.

The City often utilizes cooperative purchasing for purchase and replacement of its vehicle fleet to streamline the purchasing process and contend with sourcing challenges in accordance with the City of Fullerton Purchasing Policy, Administrative Policy 4.1.2 Section IV.D, which allows an exemption to the Open Market process when participating in an established governmental “Cooperative Purchasing Agreement.” Cooperative purchasing is “Procurement conducted by, or on behalf of, one or more Public Procurement Units” as defined by the American Bar Association Model Procurement Code for State and Local Governments and cooperative agreements are pre-negotiated and priced with vendors in which cities can procure goods and services without going to formal bid.

The City would purchase the Painter Stencil Truck from National Auto Fleet Group through Sourcewell (Contract No. 091521-NAF). Sourcewell is a cooperative purchasing State agency that has competitively solicited bids for various products and services establishing predetermined pricing for other governmental agencies. Staff anticipated base truck delivery in March 2024 and an additional six months for truck assembly utilizing specialized components with the finalized truck ready around September 2024.
