FISCAL IMPACT
No net fiscal impact to the Fiscal Year 2023-24 Adopted Budget. MWD has awarded the City a $100,000 grant through this reimbursable grant program. Staff requests appropriating the $100,000 grant award in the Water Fund (Fund 44) to upfront the cost for leak detection and repairs in the Water Connection and Quality program. Staff would seek reimbursement for related and eligible expenditures upon project completion.

DISCUSSION
MWD offers a leak detection and repair grant program up to $100,000 per budget cycle for participating member agencies. Eligible projects must locate on the utility side of the meter box, with the leak detection and/or repair work completed by a contractor or internal staff.

The Water Division plans to allocate $25,000 for leak detection services performed by the Municipal Water District of Orange County (MWDOC). The City has a shared services agreement with MWDOC to leak detect approximately 80 miles of distribution water mains and service lines. The City selected the 80 miles for leak detection based on pipe age, leak history and CIP replacement schedule.

The City would use the remaining grant funds repair work completed by city staff to address any leaks found during the MWDOC leak detection process. The City would apply grant funds to any leak repairs identified by MWDOC until fund exhaustion or the end of the grant budget cycle (June 30, 2024), whichever comes first.
