PRIORITY POLICY STATEMENT

Public Safety.

FISCAL IMPACT
The Fiscal Year 2023-24 Adopted Budget includes funding for Emergency Basic Life Support services. The current agreement with Falck Mobile Health Corp. concluded on June 30, 2023. City Council approved Amendment Number Five on July 18, 2023 extending the Agreement until October 31, 2023. Amendment Number Six would enable Falck to continue as the City ambulance transport services provider on a month-to-month basis through December 31, 2023, maintaining the same conditions outlined in Amendment Number Five to the 2018 Agreement (attached). The projected cost for this two-month extension would not exceed $500,000. Staff would request a budget amendment to the FY 2023-24 Adopted Budget when staff submits a new ambulance services agreement for City Council approval.

DISCUSSION
The City entered into a five-year agreement with Care Ambulance Service, Inc., now Falck Mobile Health Corp. on June 6, 2018. This agreement, including extensions, concluded on June 30, 2023. City Council approved a temporary extension, Amendment Number Five, with the understanding that staff would initiate a Request for Proposal (RFP) process to competitively bid for a new Emergency Basic Life Support Ambulance Services Agreement. Staff posted RFP #2324-01 for Emergency RFP Ambulance Services on July 31, 2023 with an August 25, 2023 electronic submission deadline. Staff posted a Notice of Intent to Award the bid to Falck Mobile Health Corp. following a thorough evaluation process.

The additional two-month extension through December 31, 2023 would provide staff additional time to evaluate service level options for City Council consideration. Staff would work with Falck and the City Attorney to draft and execute Amendment Number Six with terms similar to those approved by City Council in Amendment Number Five, should City Council approve the additional two-month extension. Staff requests City Council authorize the City Manager, or designee, to execute and administer Amendment Number Six to the Agreement. Amendment Number Six would extend the current Agreement by an additional two months, allowing staff ample time to finalize the terms of the new agreement.
