FISCAL IMPACT
The cost for the four replacement patrol vehicles totals $281,926.88. The annual Vehicle Replacement Program includes funds for these vehicle purchases as part of the Fiscal Year 2023-24 Adopted Budget. The purchase includes two 2024 Dodge Durango Police Pursuit Vehicles with a “Patrol” upfit option for $138,074.64 and two 2024 Dodge Durango Police Pursuit Vehicles with a “Slick Top” upfit option for $143,852.24.
DISCUSSION
The Public Works Equipment Division historically purchases eight patrol vehicles per year under the Vehicle Replacement Program to maintain the Police Department patrol fleet. The Police Department uses police patrol units excessively, necessitating replacement on a condensed schedule compared to other vehicles in the City fleet. The standard for replacing patrol units ranges from three to five years.
The City plans to purchase four Dodge Durangos and four Ford Explorers. A significant challenge arises with the Ford Explorer procurement, as the order bank for this model will open in November 2023 and staff cannot obtain price quotes at this time. The vendor cancelled the City’s Ford Explorer purchases last year, prompting an expedited effort to purchase alternative pursuit-rated vehicles. Staff proposes separating vehicle purchases to mitigate potential sourcing issues. This approach increases the chances of obtaining all required vehicles for department needs while also achieving a more diversified fleet.
Dodge has ceased production of Chargers, making the Dodge Durango the sole V8 vehicle available on the market. These vehicles have authorization for emergency response and represent the standard for the Police Department fleet which allows easier parts and maintenance.
The City often utilizes cooperative purchasing for vehicles to streamline the purchasing process and address sourcing challenges, in accordance with the City of Fullerton’s Purchasing Policy, Administrative Policy 4.1.2 Section IV.D, which allows an exemption to the Open Market process when participating in an established governmental “Cooperative Purchasing Agreement.” Cooperative purchasing is “Procurement conducted by, or on behalf of, one or more Public Procurement Units” as defined by the American Bar Association Model Procurement Code for State and Local Governments with pre-negotiated cooperative agreements priced with vendors through which cities can procure goods and services without going to formal bid.
The City would purchase Dodge Durangos from National Auto Fleet Group through Sourcewell cooperative purchasing agreement (Contract No. 091521-NAF). Sourcewell is a cooperative purchasing state agency that has competitively solicited bids for various products and services establishing predetermined pricing for other governmental agencies. Build time and delivery would take approximately eight to ten months. The City expects to receive vehicles in summer 2024.
