PRIORITY POLICY STATEMENT
This item matches the following Priority Policy Statement:

Infrastructure and City Assets.

FISCAL IMPACT
The PFAS Treatment Facilities and Program Agreement (Agreement) between the City of Fullerton and Orange County Water District (OCWD) states “OCWD shall reimburse the Producer [City of Fullerton] for all of the Producer’s reasonable expenses for the planning, design, construction and start-up of Treatment System…” These eligible reimbursable costs include continued support from Systems Integrated for Project No. 53023 – Main Plant PFAS Water Treatment Plant performed under this amendment. The Water Fund (Fund 44) has adequate funds to support reimbursable project costs.

DISCUSSION
City Council approved an agreement with Systems Integrated (SI) on November 17, 2020 to complete the SCADA Master Plan and provide as-needed support services for the City Water Department. The agreement with SI expires on November 30, 2023.

OCWD finances the Main Plant PFAS water treatment plant per the Agreement and manages the design and construction contracts. The new treatment plant requires integration with the Fullerton SCADA platform for control and security purposes. The City elected to have its integrator, SI, complete the integration as part of as-needed support services utilized on a month-to-month basis through April 2024. SI’s scope of work includes programming the new and existing PLC, providing control hardware, developing SCADA screens, assisting in loop checks, function testing, startup activities and documentation. OCWD would fully reimburse the City for SI’s services following proof of payment because this scope of work relates to the treatment system.

The cost of SI services for SCADA support at the Main Plant PFAS Water Treatment Plant totals $146,658.35, which includes a 15% contingency. Attachment 3 shows the bill of materials and submittal review costs with description in the following table:

Description
Cost
1 Original estimate of materials for new control hardware, programming, SCADA screen development, testing support and documentation preparation $104,004.00
2 Change Order for additional submittal review and research, I/O list connection preparation, and drawing updates $23,525.00
3 Continency (15%)
$19,129.35
Total
$146,658.35
Staff issued a Request for Qualifications for On-Call SCADA integration services on September 12, 2023. Staff anticipates awarding agreements with multiple firms that can provide SCADA assessment, design, implementation and support services in November 2023. Staff will present the new agreement(s) for City Council approval once the City has evaluated the proposals. Staff considered using one of the awarded On-Call SCADA integration firms for Main Plant PFAS water treatment plant SCADA support but determined it more efficient to continue SI’s services for this project due to familiarity and involvement during early phases of the project.
