Fullerton City Council
MEETING DATE: November 7, 2023
TO: CITY COUNCIL / SUCCESSOR AGENCY
SUBMITTED BY: Eric LEVITT, city manager
PREPARED BY: Daisy perez, deputy city manager
SUBJECT: key RESULTS of community issues survey on community priorities and local funding options and possible action on continuing community engagement on critical fullerton priorities (CONTINUED FROM OCTOBER 17, 2023 MEETING)
SUMMARY
Earlier this year, the City conducted a poll of residents opinions regarding community priority setting and local funding options specifically exploring a local sales tax option. The City Manager’s office is now only requesting consideration of further public engagement in the community to further explore both community priorities and local funding opportunities.
RECOMMENDATION
Authorize staff to continue community engagement receiving resident and business opinions regarding current community priorities and local funding opportunities and direct the City Manager to bring back a contract with an outside firm to work with the City on these efforts.
CITY MANAGER REMARKS
The City Manager initiated a survey be conducted to identify level of community interest in priorities such as infrastructure, homeless concerns, public safety and possible future local funding measures (specifically a local sales tax).
Based on the results showing that there is possible community interest in a local funding option depending on the type of measure, I request that the City Council only consider authorizing further community engagement at this time and report back to City Council no later than the early Spring of 2024.
PRIORITY POLICY STATEMENT
This item matches the following Priority Policy Statement:
Fiscal and Organizational Stability.
FISCAL IMPACT
The City has expended $49,000 for surveying and polling to identify level of community concerns in a variety of areas. Future costs unknown at this time.
DISCUSSION
Staff initiated the survey to receive insight into community concerns regarding the stated topics in the City Manager recommendation. The presentation will provide further details.
Survey Results
The top priorities identified by respondents include repairing streets and potholes, addressing homelessness and protecting local drinking water sources. Respondents indicated that the most concerning issues facing the City relate to homelessness, the cost of living and street conditions. A majority of respondents believe the City may require additional funding to meet these and other priorities.
Next Steps
If City Council decides to move forward in the process, staff would take the next step to begin a more thorough public engagement outreach.
