ANALYSIS
Major Site Plan (ZON-2023-0014):
The proposal includes the construction of an automobile service station with eight fueling stations and a control building at the northernmost portion of the property, adjacent to an existing convenience store. The service station will be unmanned with self-service gas pumps and does not include the construction of a store or attendant booth. The proposed hours of operation are from 7:30 a.m. to 9:00 p.m. and the gas station will be an ancillary use to the Provecho Market.
New Structures
The proposed project entails removing 14 parking stalls to accommodate the new facility (see Attachment 3). The four gas pumps, each with two dispensers, would be housed under a 1,764- square-foot canopy. The columns for the canopy will have a stucco exterior with horizontal score lines and the roof portion will have metal fascia panels. An 84-square-foot gas station control room is proposed within a landscape planter located on the west side of the service station and will be finished to match the canopy structure.
Circulation
Vehicular access to the new service station will primarily be via two existing 30-foot-wide drive approaches off Euclid Street. Additionally, access to the service station will also be possible from an existing drive approach off Chapman Avenue. On-site circulation will be accommodated via a 28-foot-wide drive aisle, proposed on the south side of the service station, that would allow traffic to circulate around the station. The drive aisle will accommodate a full-size tanker truck to service the station without obstructing through traffic. All queuing of cars is anticipated to stay on-site as the service station would be set back 73 feet from Euclid Street and would allow for stacking of at least six vehicles.
Landscaping and On-Site Improvements
The project includes constructing extensive site improvements. Landscaping improvements include new tree wells throughout the parking area to comply with zoning code shading requirements, construction of four new landscape planters on the north side of the property, and refurbishing the existing planters with new landscaping and water efficient irrigation. Tree species include 24-inch box size Burgundy Dessert Willow and Australian Willow and 36-inch box size Mexican Fan Palms that will be planted in the existing planter running along Euclid Street.
Additionally, a continuous hedge with live plant material will be maintained along the front setback to soften the parking area and provide an aesthetically pleasing view from the public right-of-way.
Other site improvements include enhanced entry pavement, such as stamped and colored concrete, that will be placed at the two existing driveways off Euclid Street. A condition of approval has been placed on the project to rehabilitate the two existing pole signs that are within the front setback of the property along Euclid Street. Additionally, any unused sign cabinet will be required to be removed prior to issuance of permit final.
Conditional Use Permit (ZON-2023-0015):
FMC 15.30.040.D specifies the requirements for service stations and car wash locations in General Commercial Zones:
• Service station and car wash sites shall be located at the intersection of two arterial-width highways or at the intersection of a freeway or flood-control channel abutting a freeway Planning Commission Staff Report – 312 North Euclid Street August 16, 2023
Item No. 2 Page 4 PRJ2023-00003
and an arterial-width highway unless the service station or car wash is an accessory use and an integral part of the operation of a department store, membership warehouse, hotel, or other similar facility.
The service station will be operated in conjunction with the existing grocery store on the property as per the hours previously identified. Provecho Market operates from 7:30 a.m. to 9:00 p.m. and has 25 staff running the store during normal business hours. Both the grocery store and service station will be under the same ownership and any in-person support would be provided by grocery store staff since the service station would contain self-serve automated gas pumps. Signage directing customers to the market will be conditioned in the resolution to ensure that issues are addressed by on-site personnel.
As conditioned and detailed in the findings and facts contained in the attached resolution, the proposed use will not be detrimental to the site or surrounding uses as required for CUP approval and additionally complies with the criteria established by 15.30.040.D.
ENVIRONMENTAL REVIEW
The project is Categorically Exempt from the provisions of the California Environmental Quality Act (CEQA) per State CEQA Guidelines 15303. This (Class 3 – New Construction or Conversion of Small Structures) exemption consists of construction and location of limited numbers of new, small facilities or structures.
