Consideration of Memoranda of Agreement reflecting a tentative agreement between the City and the Fullerton Police Officers’ Association – Police Safety Unit (FPOA-PSU) and Dispatcher Unit (FPOA-DU)
Tentative Agreements with FPOA Units
Negotiations Background
FPOA-PSU
o 122 budgeted positions; 113 filled
o Includes sworn safety members in the classifications of Police Sergeant, Police Corporal and Police Officer
FPOA-DU
o 19 budgeted positions; 14 filled
o Includes non-sworn police department members in the classifications of Forensic Specialist I/II, Jailer, Lead Forensic Specialist, Lead Police Dispatcher and Police Dispatcher Current agreements for both expire June 30, 2024
Tentative Agreements with FPOA Units
Significant changes to MOAs common to both Units:
o Four-and one-half year term – January 1, 2024 through June 30, 2028 o 8% across-the-board increase effective January 6, 2024 o 4% across-the-board increase effective July 5, 2025
o 4% across-the-board increase effective July 4, 2026
o 4% across-the-board increase effective July 3, 2027
o Longevity pay of 10% for members beginning the start of 10 years of City service o Effective July 3, 2027, reduction of EPMC by 6%; offset by a reduction in employee cost sharing
o Flex Credit contribution of $350/mo for employees enrolled in a City medical plan Tentative Agreements with FPOA Units
Additional changes FPOA-PSU:
o Effective July 6, 2024, step 8 will increase from 2.5% above step 7 to 5% above step 7 Additional changes FPOA-DU:
o Effective July 6, 2024, establish new step 7 calculated at 2.5% above step 6 o A change to probationary period for Police Dispatchers to be the lesser of 18 months or 12 months after the completion of training; current probation is 12 months from date of appointment
