Library $ 1,300
Other Departments $ 1,150
Total $21,950
Staff does not request a budget adjustment for Fiscal Year 2023-24 and projects any expenditures to remain within each approved department budget.
DISCUSSION
California adopted Senate Bill 3 on April 4, 2016, revising Labor Code Section 1182.12 and incrementally increasing the State of California minimum wage each January, through January 1, 2022, at which time it reached $15.00 per hour. In addition, Labor Code Section 1182.12(c) requires the State of California Department of Finance to determine whether to adjust the minimum wage for inflation and calculate any increase by the lesser of 3.5% or the rate of change for the US Bureau of Labor Statistics non-seasonally adjusted United States Consumer Price Index for Urban Wage Earners and Clerical Workers (U.S. CPI-W). The Department of Finance determined that the U.S. CPI-W for the 12-month period from July 1, 2022, to June 30, 2023 increased by 6.16%, increasing the minimum wage to $16.00 per hour effective January 1, 2024.
Staff recommends all non-regular classifications receive a $0.50 per hour increase effective December 23, 2023 to comply with the mandated pending minimum wage increase as well as maintain the appropriate differential among the classifications. The following chart reflects the proposed changes:
