DISCUSSION
The City of Fullerton entered into a professional services agreement with EES on November 20, 2018 to provide security services for the Parks and Recreation department and the Fullerton Public Library. The City selected EES as the service provider following an evaluation of proposals submitted by 16 security service providers, as part of the City's competitive RFP procedure. EES delivers scheduled security services at various key locations, including City Hall, the Fullerton Public Library and the Fullerton Community Center. Additionally, EES offers supplemental security services to other City facilities as the need arises. This collaborative partnership has consistently demonstrated its effectiveness over the past seven years, ensuring the safety and security of City assets, personnel and the public.

The City has exhausted all available options for renewing the agreement between the City and EES at this juncture. The City recognizes the necessity to initiate a new RFP process to competitively bid security services in the open market in harmony with ever-evolving security requirements. This undertaking entails meticulous preparation, solicitation of proposals from potential security service providers and comprehensive evaluation leading to award of a new contract. This Fourth Amendment to the EES contract guarantees continuous provision of vital security services, thereby preventing any interruption of services while City staff completes the RFP process.
