DISCUSSION
Flower Avenue is a 36-foot-wide, east / west residential street with a 25 miles per hour prima facie speed limit. The roadway accommodates two-way traffic with improved curb, gutter and sidewalk. The street is comprised of single-family residential homes. The City allows unrestricted on-street parking on both sides of Flower Avenue, including an allowance to park during the 2:00 a.m. and 5:00 a.m. early morning hours. The residential home was built in the 1930s and has one single-car garage and a short driveway accommodating one vehicle.
The property owner requested a disabled person parking space in front of the home due to severe physical limitations of two residents. Both disabled residents require regular ongoing medical assistance necessitating nearby parking to the home. Vehicles from an auxiliary dwelling unit next door regularly occupy curb space in front of the home. The residents conveyed the need for nearby parking for the disabled residents but parking behavior did not change. Installing a single disabled person parking space in front of the residence would restore the health, safety and quality of life for the two disabled residents.
The property is ADA compliant with improved parkway adjacent to the curb and both residents possess a disabled person placard, in accordance with City guidelines for a disabled person parking space installation.
TCC considered this item on September 14, 2023 and recommended forwarding to City Council for final approval.
