DISCUS
SION
Flower Avenue is a 36-foot-wide, east/west residential street with a prima facie speed limit of 25 miles per hour . The roadway accommodates two-way traffic with improved curb, gutter, and sidewalk on both sides of the street. The street is comprised entirely of single-family residential homes. Unrestricted on-street parking is allowed on both si des of Flower Avenue, including an allowance to park during the early morning hours between 2:00am and 5:00am. The residential home was built in the 1930’s and has one single-car garage and a short driveway accommodating one vehicle.
The request for a d isabled person’s parking space in front of the home was initi ated by the resident ’s owner du e to severe physical limitations of two of the property ’s occupants. Both disabled residents require regular ongoing m edical assistance which necessitates close in parking as they c ome and go from the home . Most recently the construction of an auxiliary d welling unit next door has resulted in the curb space in front of the home being regularly occupied by the neighbor ’s vehicles . Repeated attempts to convey the disabled residents need for close in parking to those nei ghbors have not resulted in a change in par king behavior. The restoration of close in on-street Attachment 2

parking in front of the home by installing a single disabled person’s parking space would restore the health, safety, and quality of life for the two disabled residents.
