DISCUSSION
Valencia Drive is a 64-foot-wide, east / west residential collector street with a 25 miles per hour prima facie speed limit. The roadway has one lane of traffic in each direction separated by a raised median island with improved curb, gutter and sidewalk on both sides of the street. The City allows unrestricted on-street parking on both sides of Valencia Drive, including an allowance to park during the 2:00 a.m. to 5:00 a.m. early morning hours. The City zoned the area multi-family residential with single car garages and considers it parking deficient.
A resident with a disabled child requested a disabled person parking space in front of their home for accessible space to load and unload their disabled child. The property has one-car garages located off the rear alley too narrow to safely load and unload the child due to behavioral limitations. The parent stops in the alley at the rear of the property to load and unload and returns to park the car. A disabled parking space in front of the building and closer to the residence would allow the parent to park and then safely load and unload curb side rather than in the alley blocking vehicular access to other garages and properties.
The property is ADA compliant with improved sidewalk adjacent to the curb and the resident possesses a disabled person placard, in accordance with City guidelines for a disabled person parking space installation.
The TCC considered this item on September 14, 2023 and recommended forwarding to City Council for final approval.
