DISABLED PERSON’S PARKING

SUMMARY
Consider a request for a d isabled person’s parking space at 43 7-443 W est Valencia Drive, a multi-family residential property.

REC

OMMENDATION
Concur with the City Traffic Engineer’s recommendation and recommend to City Council approval of the installation of a blue zone and appropriate signing in front of 437-443 West Valencia Drive, designating a single disabled person’s parking space, as shown in Exhibit “A” (Attachment 1).

DI

SCUSSION
Valencia Drive is a 64-foot-wide east/west residential collector street with a prima facie speed limit of 25 miles per hour. The roadway is configured with one lane of traffic in each direction separated by a raised median is land with improved curb, gutter, a nd sidewalk on both sides of the street. Unrestricted on-street parking is allowed on bo th sides of Valencia Drive , including an allowance to park during the early morning hours between 2:00am and 5:00am. The immediate area is zoned multi-family residential with single car garages and is considered parking deficient.

The request for a d isabled person’s parking space in front of the h ome was initiated by a resident who is a par ent of a disabled child that desires to have access t o an accessible location to l oad and unload their disabled child. Although the property has one car garages located off the rear alley, those spaces are two narrow for the parent to safely load and unload the child due to behavioral limitations. Currently the parent stops in the alley at the rear of the property while conducting the loading and unloading process and then has to return to park the car. space in front of the building closer to their residence would allow the parent to park first and then s afely load and unload curb side rather than in the alley blocking vehicular access to other garages and properties.

In accordance with the City’s approved guidelines for the installation of a disabled person’s parking space, the property is ADA compliant with improved sidewalk adjacent to the curb and the resident possesses a disabled person’s placard.
