DISCUSSION
Staff received a letter from the Idylwild Apartments property manager at 1800 Brea Boulevard requesting an exemption from the 2:00 a.m. to 5:00 a.m. early morning parking restriction on Valwood Drive adjacent to the apartment complex. The City considers the apartments parking deficient and no longer meets the needs of growing families with multiple drivers. Many residents park on Valwood Drive and Longview Drive in conflict with the City early morning parking prohibitions and receive vehicle citations.

Fullerton Municipal Code Section 8.44.080 allows early morning parking exemptions when a majority of property owners on both sides of the street favor of an exemption and the City considers the area parking deficient. Residents did not submit a petiton but staff found cause to proceed as the property manager made the request on behalf of all residents living in the apartments on the west side of the street and a flood control channel fronts the east side of the street. Additionally, the request aligns with past City Council directives to identify locations with off-street parking deficiencies that could benefit from a select street exemption.

Valwood Drive is a north / south residential collector street with a 25 miles per hour prima facie speed limit. This segment of roadway has a 36-feet curb-to-curb street width providing one lane of traffic in each direction. The City permits on-street parking on both sides of the street with the exception of the Early Morning Parking restriction between 2:00 a.m. and 5:00 a.m. and no parking on Tuesdays to facilitate street sweeping. The west side of Valwood Drive is zoned multi-family housing and developed as the Idylwood Apartments. The east side of the street is undeveloped and parallels an Orange County Flood Control Channel.

The City Traffic Engineer believes limiting the select street exemption to just the west side of Valwood Drive, adjacent to the Idylwood Apartments frontage, as shown in Attachment 1, minimizes any potential impacts to nearby residential homes. The City granted a temporary exemption to the early morning parking prohibition during the COVID pandemic to accommodate work from home and stay-at-home orders. Staff received no complaints regarding apartment residents parking on Valwood Drive during that time. Traffic Engineering staff notified nearby property owners that the City will consider a request for permanent repeal of the early morning parking prohibition adjacent to the apartment complex. Staff received no opposition to the proposed recommendation at the time of this report.

TCC considered this item on September 14, 2023 and recommended forwarding to City Council for final approval. Staff mailed notification of the City Council meeting to nearby property owners and the applicant has paid the non-refundable $523 fee to process this request.
