PARKING PROHIBITION.
SUMMARY
Consideration of a request to repeal the 2:00 a.m. to 5:00 a.m. e arly morning parking prohibition on the west side of Valwoo d Drive between Longview Drive and approximately 400 feet northerly thereof at the first driveway north of Longview Drive.
REC
OMMENDATION
Concur with the City Traffic Engineer’s recommendation and forward to City Council for approval of a select street exemption from the early morning parking prohibition on the west side of Valwood Drive between Longview Drive and approximately 400 feet northerly thereof at the first driveway north of Longview Drive, as sh own in Exhibit “A” (Attachment 1).
DI
SCUSSION
Valwood Drive is a north/south residential collector street with a p rima facie speed limit of 25 miles per hour. This segment of roadway has a curb-to-curb street width of 36-feet providing one lane of traffic in each direction. On-street parking is currently permitted on both sides of the street with the except ion of the early morning parking prohibition between the hours of 2:00am and 5: 00am and no parking on Tuesdays to facilitate street sweeping. The west side of Valwood Drive is zoned multi-family housing and is developed as the I dylwood Apartments. The east side of the street is undevel oped and parallels an Orange County Flood Control channel.
S
taff received a letter from the property manager of the Idylwood Apartments at 1 800 Brea Boulevard, requesting relief from the on-street early morning parking prohibition between the hours of 2:00 a.m. to 5:00 a.m. on Valwood Drive adjacent to the Attachment 2

apartment complex. The apartments are considered parking defici ent and no longer meet the needs of growing families with multiple drivers. As such, many residents are forced to park on Valw ood Drive and Longvi ew Drive in conflict with the City’s e arly morning parking prohibition and have had their vehicles cited.
Section 8.44.080 of the Fullerton Municipal Code provides for early morning parking exemptions, providing a majority of the property owners on both sides of the street are in favor of an exemption, and the area is considered off -street parking deficient.
Although a petition was not submitted in this c ase, staff found significant cause to proceed in consideration that the property manager has made the request on behalf of all residents living in the apartments on the eastside of the street and the west side of the street is fronted by a flood control channel . Additionally, the request is in alignment with past City Council directives to identify locations experiencing off-street parking deficiencies where a select street exemption could provide parking relief for residents.
It is the City Traffic Engineer’s opinion that limiting the select street exemption to just the west side of Valwood Drive, adjacent to the Idylwood Apartments front age as shown in Attachment 1, any potential impacts to n earby resident ial homes will be minimized. It should also be noted that a temporary exemption to the early m orning parking prohibition was granted during the COVID pandemic to accommodate work from home and stay-at-home orders. During that time, staff received no complaints regarding apartment residents parking on Valwood Drive. Traffic engineering s taff has since notified nearby property owners that a request for a permanent repeal of the early morning parking prohibition adjacent to the apartment complex is being considered by the City. As of the writing of this report no opposition to the proposed recommendation has been received.

To whom it may concern:
Idylwood Apartments, located at 1800 Brea Boulevard, has 84 apartments units, and provides approximately 148 assigned parking spaces to our Residents. With parking fully assigned, our Residents have no reasonable options to park any additional vehicle they may have. Our Residents discovered that parking near the property, on the east side of Brea Boulevard, to be their only reasonable option. This was a viable option for our Residents during the pandemic, when the City of Fullerton was not enforcing Municipal Code 8.44.080 & 8.44.085. However, with enforcement reinstated, our Residents are now receiving parking citations for violating F.M.C 8.44.080 & 8.44.085.
Additionally, vehicles parked along Brea Boulevard may obstruct certain driver’s vision and their ability to judge oncoming traffic. This condition affects drivers exiting Idylwood Apartments and westbound drivers on Longview drive, both are attempting to turn onto Brea Boulevard. There have been several traffic collisions in this area that may have been avoided if the driver had a clearer view of the traffic traveling on Brea Boulevard.
There is an opportunity to resolve this issue. The Owner of Idylwood Apartments is requesting an exemption to Fullerton Municipal Code 8.44.080 & 8.44.085 on Westside of Valwood Drive. Ideally, this exemption would start at Longview Drive and continue north to the exit drive at Idylwood Apartments.
It is our hope and intention to work together with the City of Fullerton and find a reasonable solution.
Thank you for your time and consideration,
Sincerely,
Idylwood Apartments
