FISCAL IMPACT
The Fiscal Year (FY) 2023-24 Adopted CIP Budget includes $800,000 to cover both phases of Project 53045 Well 6 Rehabilitation: (1) Well 6 Rehabilitation and (2) Well 6 Equipping. The City budgeted funding as follows:
$295,000 Water Funds (Fund 44) budgeted in FY 2023-24 CIP Budget. $505,000 Department of Water Resources (DWR) 2021 Urban and Multibenefit Drought Relief Program (UMDRP) grant. City Council accepted the grant in December 2021. No matching funds required.
Staff attached a Budget Data Sheet / Summary of Bids and the Contractor’s Bid Schedule for reference (Attachments 1 and 3).
DISCUSSION
Well 6 production has decreased from 1,450 gallons per minute (gpm) to 1,250 gpm. A recent energy efficiency test revealed a 37.2% plant efficiency (OPE). This project would rehabilitate the well and install a high efficiency pump to restore production capacity. Staff expects the well rehabilitation and pump upgrade to increase production capacity by 320 acre-feet per year and increase OPE to 72%, resulting in 167,231 kWh or $14,750 in annual electrical energy savings.
Staff divided the project into two phases: well rehabilitation and well equipping. The well rehabilitation includes wire brushing, chemical acid treatment, chemical chlorine treatment, double-swab airlifting, open-ended airlifting, pump-surge development and aquifer testing. The aquifer testing would inform pump design. The City would complete well equipping construction work under a separate contract.
The City received one bid on October 4, 2023 for the Well 6 Rehabilitation project from Best Drilling and Pump, Inc. of Colton totaling $151,450. The bid, as submitted, is approximately 21% above the $125,000 engineer estimate. Staff evaluated the bid and found it acceptable. Staff attributes the discrepancy between the bid amount and engineer’s estimate to material and labor increases. Furthermore, well rehabilitation has a specialized nature, requiring skilled labor expertise. The City would mainly use grant funds for this project with a pressing deadline. Staff recommends awarding the well rehabilitation project to Best Drilling and Pump, Inc.
The project includes one alternative bid item to allow the contractor to install a swage patch to seal off any holes in the well casing revealed during video inspection. Staff recommends including a contingency specific for swage patching in this project.
The 2021 DWR UMDRP allocated grant funding to the Disadvantaged Communities Involvement (DACI Set-Aside) Program. DWR and the Santa Ana Watershed Project Authority (SAWPA) entered into an UMDRP DACI Set-Aside Program agreement, provided that SAWPA serves as the program manager. SAWPA selected the Fullerton Well 6 Rehabilitation project to receive grant funding due to the potential increased production and energy savings. The City signed the grant agreement on October 26, 2022 (Attachment 5). The grant deadline is September 30, 2024. The City has targeted July 31, 2024 for project completion to allow SAWPA and DWR time to process all paperwork.
Staff conducted an environmental assessment in accordance with California Environmental Quality Act guidelines and determined the project categorically exempt.
