PROPOSAL FOR WELL REHABILITATION CONSULTING SERVICES
Dear Mr. Tedesco:
We are pleased to submit this proposal to provide hydrogeologic and well rehabilitation consulting services for the City of Fullerton (City) Kimberly Well No. 2 (Well 2), located on the southern side of Kimberly Avenue, about 1,000 feet west of State College B oulevard in Fullerton, California .
ENGEO has provided professional engineering and geology services for over 50 years, including geotechnical engineering design, hydrogeologic services, and environmental services for public works projects. Our team has extensive experience in municipal well planning and design, well assessments, well rehabilitation plans ; and field oversi ght of new well construction, well rehabilitation, and well repair. Based on our review of documents provided by the City of Fullerton, and City emails on September 26 and 27, 2023, we have prepared this proposal.
PROJECT UNDERSTANDING AND APPROACH
Well 2 was constructed in 1955 by cable tool drilling method using 18-inch-diameter double 8-gage mild-steel well casing to a depth of 652 feet, with louver perforations from 320 to 414, 520 to 526, 564 to 612, and 620 to 626 feet below ground level (154 feet of louver screen and 26 feet of well cellar). At this time, the City does not have any as-builts, but we were provided with the Well Completion Report for Well 2. We understand that historically, Well 2 produced approximately 3,765 gallons per minute (gpm). Over time, production has decreased to about 2,000 gpm, a decrease of about 1,800 gpm over the life of the well (68 years). Possible sources of decreased well production include mineral scale and biofouling in the louver screen and worn pump assembly. City records indicate a new water lube pump was installed in 2003. Well sand production may have enlarged louver openings, increased pump wear, and sand accumulation at the bottom of well could be partly obstructing the louvers.
We understand that Tetra Tech and the City plan to bundle the well rehabilitation with the plans and specifications for construction of a new well head PFAS treatment plant construction project.
Our Well 2 rehabilitation approach will include preparing a preliminary well assessment based on historical well cleaning, pumping, specific capacity, and water quality data. Concurrently, we will begin preparation of the well rehabilitation specifications to coincide with the treatment plant design to be completed by the end of January 2024. Specifications will be prepared for chemical treatment, well redevelopment, optional swage patching, and pumping. The treatment plan must consider the well design, age, local water quality, and casing material. Removal of chemical s, followed by thorough well redevelopment , is essential to restore well capacity. Step drawdown and constant rate pumping tests will be completed to evaluate well yield and assist with selection of the new permanent pump.
Tetra Tech P24398.000.001
Kimberly Well No. 2 Rehabilitation October 10, 2023
PROPOSAL FOR WELL REHABILITATION CONSULTING SERVICES Page 2
We will prepare a comprehensive well rehabilitation technical specification for chemical treatment, redevelopment, and pumping tests. The specification will also include removal of the existing pump, pump inspection, and video, deviation, caliper, and EMT-24 casing inspection surveys. The downhole survey information will be reviewed and discussed with the City and identify any changes to the preliminary well assessment or adjustments to the rehabilitation plan. Adjustments are anticipated to be minor such as inside diameter of the well casing or chemical treatment volumes.
SCOPE OF WORK
Based on our understanding of the current well conditions and the City’s plans to rehabilitate the well, we have developed the following scope of work.
Task 1: Records Review and Preliminary Well Assessment
ENGEO will meet with City staff to obtain background information and discuss recent well performance. We will o btain well production data, static and pumping water level data, water quality data, well construction records, previous well cleaning or pump replacement reports, and copies of previous video surveys of the well. The data will be reviewed to evaluate sand production and the historical and recent specific capacity of the well. This data will be evaluated to identify if the well requires chemical and mechanical treatment and redevelopment.
Water sampling and a Rossum sand test should be considered before the permanent pump is removed. Two water samples representing a casing sample and an aquifer sample would be submitted to Water Systems Engineering for chemical and microbiologic testing. Characterization of the microbiology will inform the chemical treatment plan, including chemistry, concentrations, placement and agitation, and contact time.
During project startup and following removal of the permanent pump, we will witness and direct a video inspection survey , and caliper, deviation, and casing inspection surveys to evaluate the condition of the casing, casing joints, slot openings, biofouling, and the presence of sediment, sand, or filter pack resting on the louvers. Preliminary findings will be discussed with Tetra Tech and the City and any modifications to the rehabilitation plan will be outlined.
Task 2: Recommendations
We will provide a preliminary well assessment report that summarizes our findings and conclusions and outlines the approach to well rehabilitation. The report will include an assessment of the overall condition of the well and our recommendations for brushing, fill removal, chemical treatment, redevelopment, and if necessary, liner and filter pack design, and installation. We will prepare a final draft of the report that addresses comments provided by the City.
Task 3: Technical Specifications
We understand that the City has technical specifications for well rehabilitation prepared for Well 6, another cable tool well more than 60 years old. These specifications will be reviewed and revised for application to Well 2 use based on well conditions identified in a new video survey completed after pump removal. We recommend technical specifications be included for wire brushing, initial and progress video surveys, acid and chlorine treatments, double swab airlift redevelopment, pumping development, and pumping tests. The technical specifications should also address final well disinfection. Specifications for installation of the permanent pump, disinfection, and start-up testing will be prepared by others.
Tetra Tech P24398.000.001
Kimberly Well No. 2 Rehabilitation October 10, 2023
PROPOSAL FOR WELL REHABILITATION CONSULTING SERVICES Page 3
Task 4: Bid Support
ENGEO will provide a list of well rehabilitation contractors known to be actively performing well rehabilitation projects in Southern California. ENGEO will attend the mandatory pre -bid meeting and assist the City with responding to questions and RFI’s. As needed, ENGEO will support the team with review of the contractor’s bids.
Task 5: Well Rehabilitation Field Services (Inspection Services)
We will provide experienced staff to witness and direct the contractor ’s work and witness initial video, caliper, deviation , and casing inspection surveys. We will provide part -time inspection services during mobilization and demobilization, and set up of chemical tanks, discharge storage tanks, and discharge pipelines. We will observe chemical mixing and pla cement, agitation, followed by removal, neutralization, and discharge to the storm drain. We will observe the contractor’s efforts to properly treat the water to meet NPDES discharge requirements and water quality monitoring. We will provide independent monitoring and documentation of field parameters (pH, chlorine residual, and turbidity) and daily discharge flow rate, volumes, and duration.
Our field geologist will direct redevelopment of the well by double swab airlifting and then pumping development. Obtaining depth-specific information regarding sand production during airlifting and during the pumping tests will be key information during development. ENGEO will plan and direct the step drawdown and constant rate pumping tests to verify the yield and specific capacity of the well, and measure sand production. Water quality samples will be collected as directed by the City, placed in ice-chilled containers and coolers, and delivered to the City’s water quality testing laboratory under proper chain-of-custody documentation within 24 hours of collection. We have assumed the City will be responsible for the water quality testing costs.
Task 6: Summary Report
We will assemble the field data, laboratory results, surveys, as -built schematic, and prepare a report summarizing the well rehabilitation activities, redevelopment, and pumping test results. The pumping test results will be analyzed to determine the well yield, specific capacity, sand production, and recommendations for the long -term pumping rate and pump depth setting. The final report will include a photo log of the work progress and daily field reports as appendices.
One draft report will be submitted f or the City’s review approximately 4 weeks following pump testing. The final report will incorporate the City’s comments. One final hard copy and one electronic copy will be submitted about 2 weeks after receiving comments from the City.
MATRIX OF HOURS AND COSTS
The attached matrix provides a breakdown of hours by task for each proposed staff member, and fees for professional service and direct costs. Our estimated fee for well assessment, technical specifications, bid support, and observation of chemic al treatment, redevelopment, and final disinfection is $72,530. The hours presented make the following assumptions.
• Generally, part-time inspection during mobilization and demobilization, mechanical development, and non-critical tasks

Well 10 was constructed in 1990 by reverse-circulation rotary drilling method using 3/8-inch thick 20-inch-diameter mild steel blank casing to a depth of 455 feet , and 5/16-inch thick mild steel blank casing and wire-wrap screen to the bottom of the well at 1,310 feet . The 20-inch-diameter blank casing was joined with a cone reducer from 455 to 460 feet to the top wire -wrap screen interval. The mild steel wire-wrap screen with 0.080-inch slot size was installed from 460 to 510, 560 to 640, 710 to 840, 880 to 930, 970 to 1020, 1040 to 1180, and 1 ,230 to 1,290 feet below ground level (560 feet of wir e-wrap screen) and 20 feet of well cellar at 1,290 to 1,310 feet. We were provided with the Well Completion Report for Well 10. We understand that historically, Well 10 produced over 3,000 gallons per minute (gpm). Over time, production has decreased to about 2,400 gpm, a decrease of about 20 percent over the life of the well (33 years). Possible sources of decreased well production include mineral scale deposition and biofouling in the well screen and worn pump assembly. Well sand production may have enlarged slot openings, increased pump wear, and sand accumulation at the bottom of well could be partly obstructing the well screen.
We understand Tetra Tech and the City plan to bundle the well rehabilitation with the plans and specifications for construction of a new well head PFAS treatment plant design and construction project. Our Well 10 rehabilitation approach will include preparing a preliminary well assessment based on historical well cleaning, pumping, specific capacity, and water quality data.
Removal of chemicals, followed by thorough redevelopment of the well is essential to restore well capacity. Step drawdown and constant rate pumping tests will be completed to evaluate well yield and assist with selection of the new permanent pump.

Adjustments are anticipated to be minor , such as inside diameter of the well casing or chemical-treatment volumes.
This data will be evaluated to identify if the well requires chemical/mechanical treatment and redevelopment.
Water sampling and a Rossum sand test should be considered before the permanent pump is removed. Two water samples representing a casing sample and an aquifer sample would be submitted to Water Systems Engineering for chemical and microbiologic testing. Characterization of the microbiolog ic profile will inform the chemical treatment plan, including chemistry, concentrations, placement, agitation, and contact time.
During project startup and following removal of the permanent pump, we will witness and direct a video inspection survey , and caliper, deviation, and casing inspection surveys to evaluate the condition of the casing, casing joints, slot openings, biofouling, and the presence of sediment, sand, or filter pack resting on the well screen. Preliminary findings will be discussed with Tetra Tech and the City, and any modifications to the rehabilitation plan will be outlined.
Task 2: Recommendations
We will provide a preliminary well assessment report that summarizes our findings and conclusions and outlines the approach to well rehabilitation. The report will include an assessment of the overall condition of the well and our recommendations for brushing, fill removal, chemical treatment, redevelopment, and if necessary, liner and filter pack design and installation. We will prepare a final draft of the report that addresses comments provided by the City.
Task 3: Technical Specifications
We understand that the City has technica l specifications for well rehabilitation prepared for Well F3A, a deep reverse rotary mild steel well more than 30 years old. These specifications will be reviewed and revised for application to Well 10 use based on well conditions identified in a new video survey completed after pump removal. We recommend technical specifications be included for wire or nylon brushing, initial and progress video surveys, acid and chlorine treatments, double swab airlift redevelopment, pumping development, and pumping tests. The technical specifications should also address final well disinfection . Specifications for installation of the permanent pump, disinfection, and start-up testing will be prepared by others.

Task 4: Bid Support
ENGEO will provide a list of well rehabilitation contractors known to be actively performing well rehabilitation projects in Southern California. ENGEO will attend the mandatory pre -bid meeting and assist with responding to questions and RFI’s. As needed, ENGEO will support the team with a review of the contractor’s bids.
We will observe chemical mixing and placement, agitation, followed by removal, neutralization, and discharge to the storm drain.
Water quality samples will be collected , as directed by the City, placed in ice-chilled containers and coolers, and delivered to the City’s water quality testing laboratory under proper chain-of-custody documentation within 24 hours of collection. We have assumed the City will be responsible for the water quality testing costs.
Task 6: Summary Report
We will assemble the field data, laboratory results, surveys, as -built schematic, and prepar e a report summarizing the well rehabilitation activities, redevelopment, and pumping test results. The pumping test results will be analyzed to determine the well yield, specific capacity, sand production, and recommendations for the long -term pumping rate and pump depth setting. The final report will include a photo log of the work progress and daily field reports as appendices.
One draft report will be submitted for the City’s review approximately 4 weeks following pump testing. The final report will incorporate the City’s comments. One final hard copy and one electronic copy will be submitted about 2 weeks after receiving comments from the City.
