B.1. SUMMARY OF OUTREACH ACTIVITIES
B.1.a Housing Game Plan Overview
Outreach for the development of the Rail District Specific Plan was conducted as part of a broader and consolidated engagement strategy focused on housing in Fullerton with the intention of expanding and accelerating the development of housing citywide. The Housing Game Plan, initiated by the City of Fullerton in August 2020, informed the progress of three (3) distinct planning efforts: the 2021-2029 Housing Element, the Housing Incentive Overlay Zone (HIOZ), and the Rail District Specific Plan (RDSP).
The City developed the following outreach goals pertaining to the implementation of the Housing Game Plan, and shaped the strategies and tools for public participation:
Maximize opportunities for public input, involvement, and engagement.
Provide a platform for virtual participation across all projects to effectively solicit feedback consistent with COVID-19 public health and physical distancing guidelines.
Educate, inform, and increase public understanding of housing policy and challenges through programmed events and ongoing engagement.
Provide a platform for the community generation of ideas.
Provide opportunities for specific projects to plug-in for additional community outreach at necessary feedback points in a cohesive and consistent method.
Cultivate “housing champions” in the community that can help disseminate information and promote housing projects and programs citywide.
Reinforce that the public is included in the decision-making process by facilitating confidence, credibility, and transparency.
