SUMMARY
This agreement would enhance communication channels between the City and residents, fostering active participation and input on various municipal initiatives and projects including continuing discussions and creating mechanisms for community input regarding community interest in a ballot measure for a general or special purpose sales tax.
RECOMMENDATION
Authorize City Manager to execute agreement with The Lew Edwards Group not to exceed $58,500 for engagement and communications outreach services from November 21, 2023 to July 31, 2024, in a form approved by the City Attorney.
CITY MANAGER REMARKS
The City Council majority voted to continue public engagement. This contract is to have Lew Edward Group work with the City in that public engagement process.

FISCAL IMPACT
The proposed agreement with the Lew Edwards Group totals $58,500. This cost includes the services outlined in the attached proposal.
DISCUSSION
The City of Fullerton recognizes the need for robust community engagement and outreach strategies to involve residents in decision-making processes related to municipal policies, programs and initiatives. Effective community engagement is vital for promoting transparency, gathering diverse perspectives and building trust between the city administration and its constituents. This agreement would provide public engagement to receive further community feedback on resident and business priorities as well as input regarding interest in the City exploring a general purpose sales tax or special purpose sales tax.
The Lew Edwards Group is a reputable firm with extensive experience providing comprehensive community engagement services to various municipalities across the state. Their expertise includes utilizing a variety of communication channels, such as public meetings, surveys, social media and focus groups to gather community feedback and facilitate productive dialogue between the city and its residents.
The proposal would enter into an agreement with The Lew Edwards Group between November 21, 2023 and July 31, 2024.
