PRIORITY POLICY STATEMENT

FISCAL IMPACT
Recommendation No. 3 authorizes grant funds acceptance as awarded and approves budget appropriation for receipt and use of awarded grant funds. The grant does not require matching City funds. The estimated OEP cost ranges from $310,000 to $410,000. Funding for this program would come entirely from grant funds for the duration of the OEP.
DISCUSSION
The Parks and Recreation Department, in partnership with the YMCA, Solidarity and Maple Elementary School, requests authorization to apply for California Department of Parks and Recreation Office of Grants and Local Services grant funding to develop a new Outdoor Equity Grants Program. The OEP would enable Fullerton youth in underserved communities to participate in outdoor experiences at state parks and other public lands. The grant would fund transportation, logistics, programming, operations and staffing. The OEP grant would cover all costs to implement the OEP for the duration of the program, likely up to three years.
The OEP would improve the health and wellness of Fullerton youth in the Lemon Park community through new educational and recreational activities, service learning, career pathways and leadership opportunities that strengthen a connection to the natural environment. OEP requires a central gathering place in an underserved community that provides access to outdoor programs. Lemon Park would provide the community base for the program.
This second round of grant funds would provide limited-duration environmental education programming at local and state natural environmental areas. OEP would cover costs for each excursion, including staffing costs, transportation, outdoor activities and admission fees. Staffing costs would cover two part-time administrative interns to assist the Parks and Recreation Supervisor with all grant compliance and oversight of the grant programs and excursions.
The Parks and Recreation Department received $204,555 California Department of Parks and Recreation Office of Grants and Local Services in May 2022. The City selected Richman Park as the community home base. The first round grant period runs through March 2027.
Staff would apply by December 14, 2023. The application requires a City Council resolution authorizing the grant application and supporting use of State grant funds, should the City receive funding from the Outdoor Equity Grants Program.
