PRIORITY POLICY STATEMENT
This item matches the following Priority Policy Statements:

Fiscal and Organizational Stability
Infrastructure and City Assets.

FISCAL IMPACT
The City anticipated receiving $250,000 in state grant funds and included funding in the Fiscal Year 2023-24 Adopted Budget. The City received $778,055 in Building Forward state grants funds. The grant requires $389,027 in matching funds from the City’s Foundation Restricted Account ($194,513.50) and Friends of the Library Restricted Account ($194,513.50) of previously donated funds to fund Library infrastructure site preparations, refurbishments and critical improvements. Staff recommends appropriating grant award and matching funds to the Main Library Building Forward Improvements Project in the Capital Projects Fund (Fund 74).

DISCUSSION
The City received a Building Forward grant in 2021 to address Hunt Library infrastructure needs. Library staff applied for another Building Forward Grant totaling $778,055 for Fullerton Main Library infrastructure and functionality updates, improvements to keep up to date with modern library needs, refurbish the library elevators and emergency generator and improve the Children and Young Adult and Osborne Auditorium service areas.

The Building Forward Library Facilities Improvement Grant Program supports California public library capital projects addressing critical maintenance needs and improving and ensuring staff and patron safety. The California State Library administers grant project and funds disbursement. The City must adopt a resolution approving application for the funds to accept and appropriate the grant funds.
