DISCUSSION
Process of Placing Items on Agenda
Mayor Dunlap and Mayor Pro Tem Jung requested review of the procedure for adding agenda items for discussion and the consideration a modification to the policy requiring a majority vote for approval (at least three affirmative votes) for Council Members to add items to a City Council meeting agenda. The City Council Rules of Procedure outline the procedure for adding agenda items. As currently adopted, the City Manager, Mayor or any two City Council Members may place items on the agenda.
If City Council desires to change the process, staff recommends City Council consider adopting the policy update as part of the Rules of Procedure resolution. Draft policy language is attached for review and consideration.
Process of Selecting Mayor and Mayor Pro Tem
Adopted by the City Council on October 6, 2020, Administrative Policy No. 226 established a policy to appoint the Mayor Pro Tem / Vice Chair based on Council Member seniority as determined by the number of years each Council Member has served consecutively on the City Council without serving as Mayor / Chair. The Mayor Pro Tem would then serve as Mayor in the following year.
Mayor Dunlap and Mayor Pro Tem Jung requested a proposed amendment to the annual selection process for both the Mayor and Mayor Pro Tem positions, shifting from the current seniority-based approach to an annual election process for both the Mayor and Mayor Pro Tem positions to an annual election of both the Mayor and Mayor Pro Tem positions through a majority vote of the City Council.
Should City Council desire to change the process, staff recommends City Council consider adopting the policy update as part of the Rules of Procedure resolution. Draft policy language is attached for review and consideration.
Staff seeks direction from City Council on any proposed changes City Council would like staff to incorporate in the resolution for presentation at the January 16, 2024 meeting.
