FISCAL IMPACT
The City has approximately $525,000 available in American Rescue Plan Act (ARPA) funds as of November 2023 to ensure 20 beds per-night at $80.00 per day for an estimated additional $291,200 cost through June 2024. The City may use funds under the grant expenditure categories. Such expenditures would not impact the City general fund.
DISCUSSION
Background
City Council approved a one-year agreement with Illumination Foundation, providing 20 shelter beds at the Fullerton Navigation Center for $80.00 per bed per night, totaling $584,000 on October 18, 2022. The agreement, funded through ARPA, addressed the need for shelter beds.
The City Manager authorized a two-month extension to the agreement on November 1, 2023 to ensure service continuity, was prompted by delays in finalizing the purchase of the Fullerton Navigation Center property. Outstanding issues between the property owner and Illumination Foundation have kept the property in escrow and the closing date remains undetermined.
Overview
Emergent challenges persist despite initial efforts and success in reducing unsheltered individuals. Field staff contacts homeless individuals but has no available beds in the region, causing delays in service provision and contributing to persistent homelessness.
Staff recommends a six-month extension to the agreement with Illumination Foundation given these challenges and the ongoing uncertainty regarding the property purchase. This extension would secure 20 guaranteed beds per night for homeless individuals referred by City staff. The proposal ensures a proactive approach to addressing homelessness, aligns with federal court determinations and maintains the safety and well-being of the community.
Summary
The proposed extension builds on the approved one-year agreement, addressing emergent challenges and securing a dedicated number of beds for homeless individuals. Extending the agreement for six months would allow the City to continue providing shelter solutions and manage the impacts of homelessness within Fullerton. This extension would provide ongoing services until the parties finalize the property purchase and allowing for a more permanent solution.
