RESOLUTION NO. 2023-XXX - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF FULLERTON, CALIFORNIA, ADOPTING, UPDATING AND DELETING CERTAIN CLASS SPECIFICATIONS IN THE PERSONNEL CLASSIFICATION PLAN AND AMENDING RESOLUTION NO. 2023-052 (FULLERTON MUNICIPAL EMPLOYEES FEDERATION) APPENDIX A AND RESOLUTION NO. 2023-053 (FULLERTON MANAGEMENT ASSOCIATION) APPENDIX A

CITY MANAGER REMARKS
The City Manager concurs with the recommendation.

PRIORITY POLICY STATEMENT
This item matches the following Priority Policy Statement:

Fiscal and Organizational Stability.

FISCAL IMPACT
The annualized fiscal impact for FY 2023-24 totals approximately $20,100. This item requires no additional budget appropriation as the adopted FY 2023-24 Water Fund (Fund 44) Operating Budget has sufficient funding for the proposed changes.

DISCUSSION
The Public Works Department has evaluated departmental organization and changed staffing resources to align with operating functions within appropriate divisions with a perspective towards staff development, retention and continuity of service. City Council approved the initial proposal authorizing the City Traffic Engineer, Facilities Manager, Landscape and Tree Manager and Streets and Sewer Manager positions. This item continues the reorganization of water related positions and addresses changes to state and federal water systems mandates.

Changes to water quality regulations by state and federal governing boards requires additional job duties. These new regulations include, but are not limited to, additional PFAS reporting to the California Department of Drinking Water (Health and Safety Code Section 116378.), new State reporting requirements for water conservation (SB 606 (2018) and AB 1668 (2018)) and more stringent cross connection regulations. These new water regulations make it imperative that City water systems and Public Works operations section adjust accordingly.

Water Systems Manager
The City established this classification in 2018 as part of the Water Division Management Series. The Water Division Management Series provides flexibility when recruiting for the division manager, however, the classification of Water Engineer and Systems Manager has become obsolete and the Department needs only the Water Systems Manager classification. Staff proposes revisions to Water Systems Manager to reflect state mandated changes as well as standard updates to language. The position does not require a salary change.

Senior Civil Engineer – Water
The water engineering program has a Senior Civil Engineer and needs an advanced position to oversees and performs difficult and complex civil engineering work in the water field. Staff proposes creating a Senior Civil Engineer – Water position assigned to salary range 665 ($115,207 - $147,038) which is approximately 6% greater than the current salary range for Senior Civil Engineer.

This action would amend the City’s personnel summary replacing one Senior Civil Engineer position with one Senior Civil Engineer – Water.

Water Production Supervisor
The City last revised this classification 2003. Staff proposes updates to comply with state mandates for water systems. Additional changes include standard updates to language. This position does not propose a change to the salary range.

Water Quality Supervisor
A Water Quality Specialist oversees water quality, water conservation and cross connection programs. A review of the City water quality program suggests a supervisor level position would better serve these programs while supervising assigned personnel.

Staff proposes establishing the classification of Water Quality Supervisor and assigning it to salary range 621 ($82,991 - $105,922) which is approximately $300 per year higher than Water Quality Specialist.

This action would amend the City’s personnel summary by replacing one Water Quality Specialist with one Water Quality Supervisor.

Water Quality Lead Worker
Staff proposes a new classification within the water quality series to support the water quality program. The incumbent would assist the Water Quality Supervisor in overseeing the City water conservation program as well as performing technical and general water quality and cross-connection tasks. Staff recommends assigning this classification to salary range 466 ($64,336 - $82,110) which is the same salary range as Water Lead Worker This action would amend the City personnel summary by replacing one Water Utility Services Lead Worker with one Water Quality Lead Worker.
