FISCAL IMPACT
City Council approval to enter into professional service agreements with the proposed firms to create an on-call professional engineering services list to utilize as-needed generates no additional fiscal impact. The Public Works Department Fiscal Year 203-24 Operating budget in the Water Fund (Fund 44) and/or Capital Improvement Project budget (Fund 74) includes costs for these services.
DISCUSSION
The Public Works / Engineering Division solicited on-call / as-needed professional services for SCADA integration services as the existing on-call SCADA support services contract expired in November 2023. The City may use these firms to provide staff augmentation, 24/7 on-call support services, troubleshooting, assessment and recommendations, cyber security, implementation and design services and any other tasks related to supporting the City’s water SCADA system.
The Public Works Department posted a Request for Qualifications, RFQ #2324-02 on September 12, 2023 to solicit Statement of Qualifications (SOQs) from firms specializing in SCADA integration and support services. RFQ #2324-02 (attached) contains the scope of work and on-call services sought from on-call firms.
The City received six SOQs on October 11, 2023, Engineering staff evaluated the SOQs on qualifications, including professional experience of key personnel, previous project experience, experience working with local municipalities and fee rates. Staff recommends the following top-rated firms as qualified to provide on-call SCADA integration services, listed in alphabetical order:
Northern Digital, Inc.
Tetra Tech
West Yost.
The agreements would have three-year durations with an option to extend the agreement for two additional years upon satisfactory performance. The agreements would allow rate increases over the duration of the agreement, subject to City approval.
