PRIORITY POLICY STATEMENT

Infrastructure and City Assets.
FISCAL IMPACT
The Fiscal Year (FY) 2023-24 Adopted Budget includes a $162,000 appropriation in the Street Program for the current graffiti removal services contract. The original agreement did not include CPI related adjustments. The $261,000 budget request would cover the cost of a second crew truck as well as a CPI adjustment. The new annualized contract for GPC graffiti removal services would total $378,000 for FY 2023-24.
DISCUSSION
City Council awarded a $162,000-per-year contract to Graffiti Protective Coatings Inc. for graffiti removal services on October 15, 2019. The original agreement has a three-year term, with an option to extend for two additional one-year terms, making this year the last extension year of the original agreement.
GPC has done an outstanding job removing graffiti and improving the City’s appearance. The volume of work for GPC has increased by 100%, with 23,035 work orders received in the past twelve months, compared to 10,515 in Fiscal Year 2019-20. GPC proposes adding a second truck and crew member to assist in increased graffiti abatement work orders. Staff met with GPC several times to negotiate the contract amendment cost and both parties agreed to a $216,000 increase, which is 15.8% lower than the initial proposed cost.
GPC would divide the City into two geographic zones to enhance graffiti abatement efficiency using a second truck and crew member. The proposal includes a CPI increase not to exceed the rate for All Urban Consumers for Los Angeles – Long Beach – Anaheim area. GPC has not requested an increase since commencing the agreement. This proposal would provide the necessary resources to maintain a graffiti-free city and resolve service requests within 24 hours, seven days a week.
GPC also provides the myFullerton app for residents and staff to report graffiti, submit other service requests and receive work order completion updates with before-and-after images of the reported area.
Staff expects a second truck and crew member to further enhance Graffiti Removal Program effectiveness and recommends approving Contract Amendment Number One. Staff also asks City Council authorize the City Manager to increase the contract amount for the subsequent three one-year periods, provided the requests do not exceed the CPI-U for Los Angeles – Long Beach – Anaheim area.
Staff recommends expanding the scope of service to add a second crew truck to address additional graffiti removal requests. The $261,000 budget request would cover the cost of a second crew truck as well as a CPI adjustment.
Staff requests a $216,000 budget appropriation from the General Fund (Fund 10) fund balance to the Public Works Street Program (Program 2419). Staff would incorporate future annual CPI related contact increases into future year budget cycles.
