FISCAL IMPACT
State Grant and General Funds partially fund this project. Staff requests additional appropriations to cover the full cost of the Phase Five improvements and recommends a $232,934 budget transfer of State Building Forward Grant funds from Project 55060 Hunt Library Technology Revitalization to offset building lighting renovation costs, a $75,000 budget transfer from Refuse Collection Fund from fund balance for costs related to trash enclosure construction and a $186,900 Infrastructure Funds budget transfer for costs related to accessible walkways, parking stalls and other construction.

Staff attached a Budget Data Sheet / Summary of Bids and the contractor Bid Schedule for reference (Attachments 1 and 2 respectively).

DISCUSSION
The Hunt Library building and site is listed as a local historical landmark and pending inclusion on the National Register of Historic Places. The building previously functioned as a city library until closing in 2013. The City has completed building renovations and will provide library services, recreation programming and an event center for the general public.

The City received a $1,250,000 state grant in FY 2020-21 for renovations. The state awarded an additional $1,250,000 in FY 2021-22 and additional $2,750,000 grant in FY 2021-22 with $250,000 specifically allocated to library services.

Staff programmed the project in five phases due to the scope of the renovations:

Phase 1 – Roof Replacement (complete)
Phase 2 – Water and Sewer Improvements (complete)
Phase 3 – Building Renovations (complete)
Phase 4 – Site Fencing Improvements (complete)
Phase 5 – Site Improvements.

The scope of work for Phase Five includes constructing and modifying site walkways for ADA compliance, reconfiguring parking stalls and medians to improve fire access, trash enclosure construction, parking lot seal coating and new site lights and irrigation.

Staff formally bid and advertised the project in November 2023. The City received two bids on December 20, 2023 for the Hunt Library Revitalization Phase Five - Site Improvements Project. Towo Enterprise Inc. of Fullerton, CA submitted the lowest responsible base bid totaling $484,840. The low bid, as submitted, is approximately 2.8% percent below the $499,100 engineer estimate. Staff reviewed the bid documents and found the bid acceptable.

The bid documents require the City to award the contract on the base bid amount. The project also included two bid alternatives for site lighting installation. The submitted costs for the bid alternatives total $40,000. Staff reviewed the cost, found it acceptable and recommends awarding the bid alternatives for a total $524,840 contract.

Staff prepared an environmental assessment in accordance with California Environmental Quality Act guidelines and determined that the project is categorically exempt.
