FISCAL IMPACT
The Firehouse Subs Public Safety Foundation Grant does not require matching funds and has no impact on the Fiscal Year 2023-24 Adopted Budget. The $19,642.22 grant would fund the Fire Department Automated External Defibrillator (AED) units purchase for city facilities in FEMA-designated Community Disaster Resilience Zones (CDRZ). The City would return any remaining funds to the Firehouse Subs Public Safety Foundation.
BACKGROUND AND DISCUSSION
The Firehouse Subs Public Safety Foundation, a 501(c)(3) nonprofit funded by Firehouse Subs and private donations, awards quarterly grants to first responders and public safety organizations through a highly competitive process that accepts up to 600 applications per quarter. This marks the first time the Fire Department has received this grant since applying on two previous occasions. Grant funding focuses on the following areas:
Lifesaving Equipment
Prevention Education
Scholarships and Continued Education
Disaster Relief.
Staff applied for the grant on October 12, 2023 and received notification of award on January 9, 2024. The City of Fullerton could apply for a Foundation grant again in two years, starting January 9, 2026.
The Foundation procurement guidelines require the City approve a MOU for grant funds distribution through ACH bank transfer and use these funds for specific purchases based on a pre-submitted itemized quote from an equipment vendor. The grant application requested purchase of twelve AED units by Zoll Medical Corporation (Zoll AED Plus), valued at a maximum $19,642.22. The City would install the AEDs in City facilities within FEMA-designated Community Disaster Resilience Zones (CDRZ).
The Fire Department plans to host community engagement events in 2024 to complement introduction of these AED units including:
four LISTOS training sessions
four half-day Family Preparedness Workshops (for parents and children) two CERT Trainings
two staff “Lunch and Learns”.
Each training session would incorporate First Aid, CPR and specific AED instruction to prepare both staff and the public to use the devices effectively. The City would add all AEDs to the PulsePoint AED registry allowing the public to easily locate nearby units through the PulsePoint AED mobile app or location map hosted on the City of Fullerton website. Staff expects combining the AED unit acquisition with targeted educational effort will enhance community safety, especially for the most vulnerable members of the community.
