FISCAL IMPACT
The Fiscal Year 2023-24 Adopted Capital Improvements Program (CIP) Budget has sufficient funding for this project utilizing ARPA Revenue Replacement funds. Staff recommends a $754,000 budget transfer from Project 44589 Residential Street Program to Project 44071 Basque Avenue Street and Storm Drain Rehabilitation in the CIP Fund (Fund 74).

Staff attached a Budget Data Sheet / Summary of Bids and the Contractor Bid Schedule reference (Attachments 1 and 2 respectively).

BACKGROUND AND DISCUSSION
The City has nearly completed the Hunt Library building renovation and will operate the building as a library with arts and culture programming plus a private event venue for the community and surrounding region. Vehicles may access the site only via Basque Avenue. The Basque entrance provides the initial public impression of the Hunt Library building and park site. Basque Avenue has a very poor pavement condition with a 23 Pavement Condition Index (PCI). The condition of Basque Avenue could give a poor first impression for the public as they approach the building.

The project would rehabilitate approximately 0.3 miles of deteriorated street pavement, repair deteriorated curb, gutters, sidewalk, driveways, storm drain catch basins and drainpipe and install new signing and striping. PCI score would reset to 100 at project conclusion. See Attachment 3 for project limits.

Staff received seven bids on January 18, 2024 for the Basque Avenue Street and Storm Drain Rehabilitation project. Towo Enterprise Inc. of Fullerton submitted the lowest responsible base bid totaling $536,320. The low bid, as submitted, is approximately 7.8% below the $582,000 engineer estimate. Staff evaluated the bid and found it acceptable. This project included an optional bid item for trail fencing along the northerly parkway adjacent to the railroad. The trail fencing would provide a barrier between the roadway and railroad and enhance roadway aesthetics entering the Hunt Library site. Staff recommends including the trail fencing in the project construction for a total $638,920 contract cost. Staff recommends awarding the project to Towo Enterprise Inc.

Construction would tentatively begin in late February 2024 with anticipated completion in early April 2024. The City intends to perform all paving construction work adjacent to the Fullerton School District offices during the elementary school spring break, March 18 through 22, 2024.

Staff prepared an environmental assessment in accordance with the California Quality Act guidelines and determined that the project is categorically exempt.
