FISCAL IMPACT
The Fiscal Year 2023-24 Capital Improvements Program (CIP) Budget has sufficient funding for the Crown Area Water Main Replacement Project from Water Funds. Staff recommends a $1,024,200 Water Funds (Fund 44) budget transfer and appropriation from Project 53250 Water Main System Replacement to Project 53030 Crown Area Water Main Replacement.

Staff attached a Budget Data Sheet / Summary of Bids and the Contractor Bid Schedule for reference (Attachments 1 and 2).

BACKGROUND AND DISCUSSION
This project would replace 0.5 miles of water pipe within the following residential streets as shown in Attachment 3: Sunny Ridge Drive, Regency Circle, Crown Way and Tiffany Place.

The existing water pipes in this area have a significant history of water main breaks and need replacement. This project would help the City meet the 2019 Water Rate Study water main replacement goals. Staff has reprioritized and deferred other planned Water Capital Improvement Projects to meet these goals due to escalated construction costs.

The City formally bid the Crown Area Water Main Replacement Project on January 2, 2024 and received ten bids on January 17, 2024. Dominguez General Engineering of Pomona, CA, submitted the lowest bid totaling $770,560. The low bid is approximately 9% below the $848,800 engineer estimate. Staff increased the engineer’s estimate due to significant increases in material and labor costs. Dominguez has current projects in the project area which can reduce mobilization and contractor administration costs which account for the discrepancy between the estimate and actual bid price. Staff evaluated the bid documents and found them acceptable. Staff recommends awarding the project to Dominguez General Engineering. Staff would notify impacted residents and businesses of upcoming project construction and potential impacts.

Construction would tentatively start March 2024 with anticipated project completion in June 2024.

Staff has prepared an environmental assessment in accordance with the California Environmental Quality Act guidelines and determined that the project is categorically exempt.
