BACKGROUND AND DISCUSSION
The City of Fullerton entered a professional services agreement with EES on November 20, 2018, to provide security services for the Parks and Recreation Department and the Fullerton Public Library. The City and EES have since agreed to various amendments to add services, amend terms, and/or extend the term of the agreement. EES delivers security services at key locations, including City Hall, the Fullerton Public Library, and the Fullerton Community Center. EES also offers supplemental security services to other City facilities as needed. This partnership has consistently demonstrated effectiveness over the past seven years, ensuring the safety and security of City assets, personnel, and the public.
Amendment Four to the agreement with EES expires February 24, 2024. Staff issued RFP 2324-07 in January 2024 to competitively bid for Security Services in the open market in conjunction with ever-evolving security requirements. While the RFP was originally anticipated to be completed, Staff anticipated completing the RFP process by this time but is still evaluating proposals.
Amendment Five to the EES agreement would extend the agreement term through May 31, 2024, to guarantee while City staff completes the RFP process, of vital security services while City staff completes the RFP process. Staff anticipates completing the RFP process and awarding the new agreement before the end of the Amendment Five term.
