FISCAL IMPACT
The Fiscal Year 2023-24 Capital Improvement (CIP) Budget includes the Fullerton Flight Center Renovation Project with a combination of Airport Enterprise Funds ($0.7 million) and a private donation ($2.3 million). The Airport Fund has sufficient fund balance to contribute to the renovation project should City Council not approve the interfund loan or the Caltrans loan, however, utilizing the remaining available fund balance in the Airport Fund for the project may put a strain on operations should unexpected costs arise.
Staff submitted a separate agenda report to request an interfund loan from the General Fund to the Airport Enterprise Fund as a bridge loan to the Caltrans loan to cover the project shortfall.
Staff attached a budget Data Sheet / Summary of Bids and the Contractor Bid Schedule for reference (Attachments 1 and 2).
BACKGROUND AND DISCUSSION
City Council authorized Fullerton Flight Center, located at 4119 West Commonwealth Avenue, purchase and improvements on April 19, 2022. Staff commissioned an on-call architectural engineering consultant in 2022 to develop plans, specifications and cost estimates to renovate the building.
Building Improvements
This project would renovate the existing building, including expanding building square footage, providing office spaces, accessible restrooms, roofing improvements, lighting improvements, electrical improvements, mechanical improvements, window replacement, framing and millwork and upgraded data technology and network access. Site improvements would also include a new public outdoor patio / runway viewing area, security fencing and gates, lighting, parking lot resurfacing and accessibility improvements.
The City would lease the building office spaces and hangar. Existing airport businesses that have expressed interest in the spaces. The lease revenue would help repay the project costs.
The City received eleven bids on January 18, 2024. SS+K Construction Inc. of Mission Viejo submitted the lowest responsible base bid of $2,325,527. The low bid submitted is approximately 5.71% higher than the $2,200,000consultant estimate.
The bid included two bid alternatives:
Bid Alternative 1 - Procure and install a tensile fabric canopy structure in the front of the building. Staff does not recommend including this alternate in the project due to the high $475,000 cost. This improvement is not critical to the overall building renovation and staff can install at a later date.
Bid Alterative 2 - Install fabric insulation in the hangar area. Staff recommends including this alternative in the project due to the reasonable $35,000 cost and added project benefit.
Staff evaluated the bid and found it acceptable. Staff recommends awarding the $2,360,527 base bid and bid alternative 2 to SS+K Construction Inc..
Construction would tentatively start late spring 2024, with anticipated project completion in fall 2024.
Staff prepared an environmental assessment in accordance with the California Environmental Quality Act Guidelines and determined that the project is categorically exempt.
