BACKGROUND AND DISCUSSION
Staff received a request from the business owner at 211 North Pomona Avenue (Rutabegorz Fullerton) to replace the existing two-hour parking restriction in front of the restaurant with a three-hour parking restriction. The business owner stated that the two-hour restriction did not provide sufficient time for customers to dine during peak periods, and some customers have reported receiving citations.

Pomona Avenue is a 40-foot wide north / south collector street with one lane of traffic in each direction. Pomona Avenue serves as an auxiliary street providing a north / south connection through the Fullerton Central Business District between Commonwealth Avenue and Chapman Avenue. Pomona Avenue has a twenty-five miles per hour prima facie speed limit. On-street parking on Pomona Avenue consists of diagonal parking on both sides of the street. The City restricts parking to two hours of continuous parking between 9:00 a.m. and 6:00 p.m., with Sundays and Holidays exempt. The City prohibits early morning parking between 2:00 a.m. and 5:00 a.m.

This segment of Pomona Avenue has office, restaurant, and park uses on the west side, with church and social service properties on the east side. All properties have very limited or no on-site parking and rely on either on-street parking or nearby public parking. The City mailed notification of the request to amend the parking restriction on the west side of the street to adjacent properties. Staff received no opposition to the proposed change in parking restrictions as of February 13, 2024.

TCC considered this item on January 22, 2024, and recommended City Council approval.
