It is requested that the Commission take the following actions:

Recommend to City Council that the 2-hour parking restriction on the west side of Pomona Avenue, between Amerige Avenue and Wilshire Avenue, be rescinded in its entirety and that said area be designated as 3-hour parking between the hours of 7:00am to 6:00pm, Sunday & Holidays exempt.
DISCUSSION
Staff received a request from the business owner at 211 N. Pomona Avenue (Rutabegorz Fullerton) to replace the existing 2-hour parking restriction in front of their restaurant with a 3-hour parking restriction. The business owner stated that the existing 2-hour restriction did not provide sufficient time for their customers to dine during peak periods of the day and that some customers have reported being cited.
Pomona Avenue is a 40-foot wide north/south collector street with one lane of traffic in each direction. Pomona Avenue serves as an auxiliary street that provides a north/south connection through the Fullerton Central Business District between Commonwealth Avenue and Chapman Avenue, see Exhibit “B” (Attachment 2). The prima facie speed limit on Pomona Avenue is 25 miles per hour. On-street parking on Pomona Avenue consists of diagonal parking on both sides of the street. Parking is currently restricted to 2-hours of continuous parking between the hours of 9:00am and 6:00pm, Sunday & Holidays exempt. Early Morning Parking between 2:00am and 5:00am is prohibited.
This segment of Pomona Avenue consists of office, restaurant and park uses on the west side of the street with church and social service properties on the east side of the street. All of the aforementioned properties have very limited or no on-site parking and rely on either on-street parking or nearby public parking. All of the adjacent properties were notified by mail of the request to amend the parking restriction on the west side of the street. As of the date this letter was authored, staff has received no opposition to the proposed change in parking restrictions.
