BACKGROUND AND DISCUSSION
The City’s Legislative Platform provides a policy document to communicate support or opposition to legislation potentially impacting the City. The platform gives the City a tool to protect and promote its interests on priority programs and projects, legislative proposals and regulatory matters that may affect the City. The platform consists of guiding principles and legislative initiatives summarizing the City’s position on policy issues and priorities. The specific guiding principles and legislative priorities do not preclude consideration of additional legislative and budget issues that arise during the year.
City Council annually reviews the City’s Legislative Platform. The following three Guiding Principles form the basis of the Platform:
1. Promote Fiscal StabilitySupport Funding Opportunities.
Preserve Local Control
The City routinely participates in state and federal legislative processes, advocating for local control, fiscal stability and regional funding opportunities. The City also participates in the rulemaking and policy-setting process at the county and regional levels to protect and promote City interests in priority issues, legislation and regulatory matters.
Staff coordinates with City legislative consultants to provide regular updates on the progress of proposed bills and recommend positions to staff, based on the Legislative Platform, as the legislative session continues. Staff continually works to identify grant funding opportunities.
The City Manager and/or designee prepare position letters when a legislative issue requires action, in accordance with the legislative platform, for the Mayor’s signature on behalf of the City.
