BACKGROUND AND DISCUSSION
The Santa Ana River Conservation and Conjunctive Use Program (SARCCUP) is a multi-agency, watershed-wide groundwater storage and recovery project involving multiple basins in the Santa Ana River Watershed. SARCCUP stores water during wet years in local groundwater basins throughout the watershed and extracts the stored water during dry years to reduce single and multi-year drought impacts.
The Agreement involves MWD, MWDOC, OCWD and the Cities of Anaheim, Fullerton and Santa Ana, centering on the Extraordinary Supply from the Santa Ana River Conservation and Conjunctive Use Program. The parties collaborate on water banking, allocating and crediting SARCCUP water to combat drought. MWDOC facilitates OCWD acquisition of Extraordinary Supply credits, aligning with the MWD Water Supply Allocation Plan. The agreement outlines procedures, responsibilities and mechanisms for coordinating, documenting and certifying water supply activities until the December 31, 2085 termination.
