SUBJECT: DESIGN SERVICES CONTRACT WITH JIG CONSULTANTS FOR SKYLINE-RAYMOND AREA WATER MAIN REPLACEMENT PROJECT
SUMMARY
Request for $393,150 purchase order for professional engineering design services to JIG Consultants for the Skyline-Raymond Area Water Main Replacement Project.
PROPOSED MOTION
Approve $515,000 budget transfer and water funds appropriation from CIP Project 53250 (Water Main System Replacement) to CIP Project 53050 (Skyline-Raymond Area Water Main Replacement Project) within the Water Fund (Fund 44).
Approve JIG Consultants design proposal scope and fee and authorize Director of Administrative Services, or designee, to issue $393,150 purchase order.
Authorize Public Works Director, or designee, to approve change orders for professional design and construction support services within the approved project budget.

FISCAL IMPACT
The Fiscal Year 2024-25 Capital Improvement Program (CIP) Budget has funding for the project provided from Water Funds. Staff recommends a $515,000 Water Funds budget transfer and appropriation from CIP Project 53250 Water Main System Replacement to CIP Project 53050 Skyline-Raymond Area Water Main Replacement Project within the Water Fund (Fund 44).
Staff attached a budget Data Sheet and the Consultant Proposal for reference (Attachments 1 and 3).
BACKGROUND AND DISCUSSION
The Skyline-Raymond Area Water Main Replacement Project would replace approximately 1.61 miles of water pipe and associated appurtenances with a history of water main breaks and have reached the end of their useful life. See Attachment 2 for project limits. This project would contribute towards Water Rate Study water main replacement goals.
Staff recommends utilizing an engineering design consultant from the approved on-call list to prepare the project plans and specifications due to existing staffing levels, large number of upcoming projects and project schedule requirements. City Council approved a three-year, on-call water engineering design consulting services agreement with JIG Consultants on September 19, 2023.
JIG Consultants submitted a $393,150 proposal for design services which includes $138,365 for base design services (plans, specifications and estimate, etc.), $249,590 for surveying services and an estimated $5,195 for construction support services. See Attachment 3 for the proposal.
The higher cost for project surveying services includes two neighboring areas programmed for upcoming projects. Staff recommends including the survey for both neighboring future project areas with the Skyline-Raymond Area survey for cost effectiveness. Staff does not recommend design or construction for the neighboring project areas as this time to ease construction pressures and impacts on residents.
Staff reviewed the proposal and finds it acceptable. The consultant has completed water improvement design projects for the City in the past and staff recommends awarding the project design to JIG Consultants.
Design would start immediately with construction expected to begin in Spring 2025.
