SCOPE OF WORK
See attached Exhibit A for project location and limits. The design process will be separated into three phases.

Phase 1: Survey and Mapping
Obtain services of a Professional Land Surveyor for field survey and topographic mapping of the Skyline- Raymond, Skyline-Longview, and Skyline-Miramar project areas. A street repair project will be designed separately from this water main replacement project and will utilize the topographic base map produced for the three areas. The combined linear footage of all three areas is about 14,950 feet.

B. Survey points shall be every 25 ft and include centerlines.

C. Ground survey of all features up to the street ROW, including but not limited to ramps, curbs, gutters, cross gutters, spandrels, driveways, sidewalks, power poles, streetlights, walls, fences, hydrants, pedestals, trees, signs, utility boxes, back flow devices, water meters, gas meters, gas valves, manholes, catch basins, striping, edges of existing roadways, and all other features necessary for street design.

D. Ground survey of water valves (rim and top of valve nut elevation).

E. Ground survey of sewer manholes (rim and invert in and out elevations).

F. Ground survey of storm drain manholes (rim and invert in and out elevations).

G. Ground survey of catch basins (rim, local depression, and inverts in and out elevations).

H. Ground survey of existing access ramps (BCR to ECR).

I. Research and identify all monuments. Identify and t ie-out all preconstruction corner records after design is complete and prior to the start of construction. Identify an d tie-out all post construction corner records after the project is complete. This proposal includes labor-hours to preserve up to 50 monuments. County filing and plan check fees shall be provided by the City.

J. Survey Control: The survey scope shall use NAD83 Ca lifornia State Plans, Zone VI, US Foot coordinate system.

Deliverables:

1. Basemap in PDF at 20 scale.

2. Basemap in CAD at 20 scale using Fullerton’s layering standards.

3. Any field notes such as manhole dips, water valve, depts, etc.

4. ASCII point file.

5. Monument Corner Records.

Phase 2: Project Design
JIG shall design and prepare the bid documents for Skyline-Raymond Water Main Replacement in a format acceptable to the City. The City will contact utility companies to obtain utility record drawings. City will provide JIG with record drawings for incorporation on to the project base map.

A. JIG will provide project management throughout the duration of the project.

B. JIG will set up and administer progress review meetings and prepare minutes for distribution to attendees. At a minimum, a kick-off meeting and review meetings following the 60% and 90% milestone will be scheduled and will be virtual or in-person at the City’s discretion. Additional meetings may be requested by the City, as needed.

C. JIG will prepare construction plans at 20 scale. Construction plans will include plan view and waterline horizontal alignment.

For locations where additional detailing is necessary, prepare profile and vertical alignment of waterlines. This proposal includes two additional sheets for waterline profile design.

D. JIG will prepare up to five waivers and exhibits for DDW Waiver application. DDW exhibits will be submitted to the City and updated as needed to obtain the waivers.
