$899,000 budget transfer and appropriation from Project 44589 Residential Street Program to Project 44055 Valencia Mesa Drive Rehabilitation within CIP Fund (Fund 74). $68,000 budget transfer and appropriation from Project 51419 Annual Sewer Replacement Program to Project 44055 Valencia Mesa Drive Rehabilitation within Sewer Enterprise Fund (Fund 47).

Staff attached a budget Data Sheet / Summary of Bids and the Contractor Bid Schedule for reference (Attachments 1 and 2).

BACKGROUND AND DISCUSSION
Valencia Mesa Drive, from West Bastanchury Road to Euclid Street, has a Pavement Condition Index (PCI) ranging from 29 (very poor condition) to 50 (poor condition). The project would rehabilitate approximately 0.57 miles of deteriorated residential rural street, including deteriorated curb and gutter replacement, brick manhole lining and new signing and striping installation. PCI score would reset to 100 at project conclusion. See Attachment 3 for project limits. Staff programmed this street for rehabilitation because the City recently completed water main replacement within a portion of the street.

The City received six bids on February 22, 2024 with All American Asphalt of Corona submitting the lowest responsible base bid totaling $799,799 which is approximately 4.8% higher than the $763,000 Engineer estimate.

Construction would tentatively start late April / early May 2024 with anticipated project completion in July 2024. Staff would notify impacted residents and businesses of upcoming project construction and impacts.

Staff prepared an environmental assessment in accordance with the California Environmental Quality Act Guidelines and determined the project categorically exempt.
