FISCAL IMPACT
No additional fiscal impact associated with the Professional Services Agreement with KOA, a Lochner Company. CIP Project No. 46038 Fullerton Safe Streets and Roads for All Action Plan has sufficient funding for this project from a Federal Highway Administration grant and Gas Tax funds. City Council approved a $200,000 budget appropriation for the Federal Highway Grant within the Grant Administration Fund (Fund 32) and $50,000 local funds in Gas Tax (Fund 30) as the City 20% project matching share on June 20, 2023.
BACKGROUND AND DISCUSSION
The federally-funded Safe Streets and Roads for All (SS4A) program funds traffic safety initiatives to prevent roadway fatalities and serious injuries. The SS4A Action Plan would provide the City the foundation to implement low-cost, high-impact strategies to improve safety over a wide geographic area, including disadvantaged communities. The City seeks ways to mitigate collisions within City intersections and roadways. The Action Plan would utilize citywide collision data and claims history to identify safety needs throughout the City. The Public Works Department would conduct community and stakeholder engagement to provide input on the data-driven needs and recommendations determined in the Action Plan. Staff would develop a Plan that mitigates fatalities through proven and innovative means, in-line with public expectations. The SS4A Program requires an eligible Action Plan in place before applying for the Implementation Grants.
Staff released a Request for Proposal (RFP) on November 30, 2023 and received four qualified proposals on January 18, 2024.
