Together, we have more resources and capabilities for delivering innovative solutions and enhancing the quality of life in the communities we serve.
STRENGTH AND STABILITY OF THE FIRM
KOA Corporation is in excellent financial condition and organizational stability with no bankruptcies or pending mergers. KOA is fully capable of executing this project. The firm has an annual sales projection of more than $20 million, a value that has increased in each year of the firm’s existence because of diversification and expansion of our planning and design services.
STAFFING CAPABILITY, AVAILABILITY & WORKLOAD
Our firm has an excellent track record of performance and has received commendations for the quality of our work and our delivery process. We are able to manage personnel changes and work unrelated to this project without sacrificing the quality of services on this contract. TECHNICAL PROPOSAL
4 CITY OF FULLERTON
RFP #2324-08 FULLERTON MULTI -MODAL SAFETY ACTION PLAN SAFE STREETS AND ROADS FOR ALL (SS4A)
RELEVANT EXPERIENCE HISTORY
ROADWAY SAFETY
KOA is an industry leader in the analysis of street safety conditions and in the development and implementation of countermeasures. Since 2017, KOA has completed close to 30 Local Roadway Safety Plans and throughout Southern California.
KOA has become an industry leader in Southern California with Caltrans’ transportation safety programs - Systemic Safety Analysis Report Program (SSARP) and Local Roadway Safety Plans (LRSP). Both programs take a systemic and proactive approach to address citywide transportation safety issues. A LRSP creates a framework to systematically identify and analyze safety problems, focusing on the various “E’s” of transportation safety - Engineering, Enforcement, Education, and Emergency Medical Services (EMS).
The success of our LRSP and SSAR projects stems from our multidisciplinary approach and collaboration amongst our team of skilled planners and engineers. Our outreach team utilizes community workshops, online tools, and boots on the ground approaches to ensure all the voices are heard regarding transportation safety issues. KOA’s knowledgeable, in- house GIS team conducts a data-driven, quantitative analysis to identify prominent collision patterns and transportation safety emphasis areas. Our team of experienced engineers can lead roadway safety audits, select countermeasures, and develop constructible conceptual designs and cost estimates for a variety of safety improvement projects.
The latest funding source set aside for minimizing roadway deaths and major injuries is the Safe Streets and Roads for All (SS4A) grant program, which is administered through the United States Department of Transportation (USDOT). We are applying the skills and resources acquired from our extensive experience with LRSP and SSARP projects to obtain and/or implement SS4A funding for agencies in the Southern California region.

KOA | Prime Consultant
The City of Pasadena retained KOA to develop a Local Roadway Safety Plan (LRSP). The project took a systematic and proactive approach to address citywide transportation safety and identify the emphasis of improvements.
Based on the most recent five years of available collision data from the RoadSafe GIS collision database, KOA identified high-priority safety needs and a list of safety improvement projects that would provide the most substantial benefit/cost ratio results. The safety measures also included the non-engineering solutions related to the 4 E’s of safety (engineering, education, enforcement, and emergency medical services). KOA also met with the stakeholders for their input on transportation safety.
As part of the approval process, KOA co-presented with Transportation Department staff to the Transportation Advisory Commission on the methodology, proposed projects, and next steps.

ACTION PLAN AND LRSP UPDATE
COMMERCE, CA
KOA | Subconsultant
The City of Commerce retained KOA to develop a Local Roadway Safety Plan (LRSP) and subsequently update it to make it SS4A compliant. In addition to conducting the necessary collision analysis to prepare the LRSP, KOA also worked with the City to meet the latest guidelines per the SS4A grant program. This involved acquiring a commitment from City Council to prioritize transportation safety, conducting additional community engagement, and reorganizing previously-approved LRSP projects to make them consistent with SS4A requirements.
As part of these efforts, KOA ultimately delivered two documents to the City: 1. The completed LRSP, 2. The LRSP-compliant SS4A Action Plan. 7 CITY OF FULLERTON

LADOT | LEO POLITI DEMONSTRATION
LOS ANGELES, CA
KOA | Prime Consultant
As a result of KOA-led community engagement activities at Leo Politi Elementary for an SRTS effort, our team developed countermeasure treatments around the school to address parent concerns regarding vehicle speeding, student/vehicle conflicts, long crossing distances, and double-parking at the school entrance block. To address these concerns, we proposed a series of curb extensions and to replace the signals at 11th Street and Westmoreland Avenue with a roundabout. Due to community support, these treatments were chosen for a one-day demonstration event. KOA prepared the engineering site plan design the traffic control plan, which outlined all considerations for the set up and break down.
We used a tires straw waddle, hay bales, and tempura paint to outline the working demonstration geometry. KOA coordinated with LADOT to turn off and cover the signals during the demonstration. The project was very well received by the community as it improved overall safety in the vicinity of the school. The project was also a first-of-its-kind, as it demonstrated that a traffic signal could be eliminated and replaced with a roundabout design.

From a transportation perspective, Fullerton has been making investments in re-envisioning its streets through the approval of the Downtown Active Transportation Plan and the Local Roadway Safety Plan. However, despite these efforts, street safety and collisions have remained big issues for the city. As shown in the infographic below, over the last five years (not including 2023), there were close to 400 collisions that involved a person walking or bicycling.
Fullerton Community Snapshot
Additionally, about 36 percent (just over one third) of the City’s population is school-aged and above 65 years old, which puts them in an age range that is most vulnerable to collisions. The City does not have a diverse commute portfolio, with relatively low public transit (2.7 percent), walk (1.7 percent), and bicycle (0.7 percent) rates when compared to other cities as a whole. Lastly, the city has a high walkability score, with over 90 percent of California census tracts having a lower walkability score than the City as a whole.
SECTION 2 | DETAILED WORK PLAN
17 CITY OF FULLERTON
RFP #2324-08 FULLERTON MULTI -MODAL SAFETY ACTION PLAN SAFE STREETS AND ROADS FOR ALL (SS4A) As shown in the figure below, there is a general spread of collisions that resulted in someone being killed or severely injured (KSI collisions), with the Orangethorpe Avenue corridor being of particular concern. Locations with a distinctly high concentration of KSI collisions include:
1. Orangethorpe Avenue and Harbor Boulevard
2. Orangethorpe Avenue & Highland Avenue
3. Orangethorpe Avenue & Gilbert Street
Upon review of the intersection of Highland Avenue & Orangethorpe Avenue, there are already high-visibility crosswalks, ADA-compliant curb ramps, and other preliminary safety infrastructure that has been installed. Given the lane configuration and curb-to-curb dimensions, there are other opportunities that can be explored:
1. Explore curb radius reduction and/or curb extension features on the north and south legs, thus reducing the crossing distance for those crossing Highland Avenue while reducing vehicle turning speeds to/from that street.
Given the intersection’s proximity to high-density residential homes and several big box stores, there are high rates of vehicle/pedestrian conflicts at this location.

2. Shortening the distance for those crossing Orangethorpe Avenue will also be critical. The curb-to-curb width of the street is 80 feet, thus leaving pedestrians exposed to vehicle traffic for a long distance and time.
Curb radius reduction measures will help improve visibility for those crossing the street. Additionally, hardened centerline improvements will assist in reducing vehicle turning speeds and improving pedestrian visibility.
These and other features can be explored more closely by the team as specific priority locations are further identified and tailored improvements are considered.
People crossing Orangethorpe Avenue at the intersection with Highland Avenue KOA understands that the City seeks to develop a Safe Streets for All Action Plan that will serve to update its existing LRSP document and ensure compliance with the federal Safe Streets for All (SS4A) funding program. This effort will ensure that the treatments outlined in the LRSP (and other plans) will be eligible for funding through SS4A, thus positioning the City to improve transportation safety on its streets.
KOA is best positioned to assist the City with this effort due to the following:
1. Having prepared numerous LRSPs and having a close understanding and knowledge of City mobility issues, KOA is intimately familiar with issues, needs, and methods to address problem areas.
2. As a team that blends planning expertise with engineering know-how, KOA’s diverse team of experts can provide the City with a comprehensive assessment of transportation safety issues while outlining the most appropriate solutions. Our team possesses industry-leading mapping and quantitative analysis capabilities that will allow us to develop a complete assessment of Citywide safety concerns and areas of priority. Additionally, our team of registered civil and traffic engineers will ensure that recommended treatments are constructable and implementable. This combination has served us well with numerous other jurisdictions as we have been at the forefront of recommending, funding, implementing, and constructing transportation infrastructure improvement projects. We intend to do the same with Fullerton.

SCHEDULE
As noted earlier, KOA will revisit the project schedule during the kick-off meeting. The schedule will be shared with the City and will be reviewed on a monthly basis to ensure that major milestones are being met.
COMMUNICATION
KOA’s PM will maintain ongoing communication with the City’s PM and the rest of the project team. The monthly meetings will provide a great opportunity to ensure that the project is meeting milestones and methodology and draft elements/concepts have been reviewed and approved. Additionally, should any issues arise, KOA’s PM will communicate with the City team to ensure that they are dealt with in a proactive and timely manner.
QUALITY CONTROL
As with any KOA deliverable, our team ensures that the products provided to our clients are of the utmost quality. As such, we will ensure that any deliverable undergoes a thorough review process and that several senior-level staff members review the products prior to submittal. Should any issues arise, KOA will ensure that all corrections are made and issues are addressed.
Task 1 Deliverables
• Set up kick-off meeting, meeting agenda and minutes, revised project schedule • Set up monthly PDT meetings
• Set up 8-person (maximum) advisory committee that will meet on a quarterly basis (up to four meetings) • Revisit project schedule monthly
• Maintain ongoing communication with City team
• Ensure deliverables undergo a rigorous quality control process TASK 2: EXISTING CONDITIONS/DATA COLLECTION
TASK 2.1 COLLISION DATA COLLECTION
KOA will obtain the most recent and available five years of collision data from available sources such as the Statewide Integrated Traffic Records System (SWITRS), the Transportation Injury Mapping System (TIMS), and the City’s collision database. We have extensive experience working in various databases and the interrelation among attributes. In addition, KOA will reference supplemental information from City records such as a complaint database, police reports, and citation tickets, if available.
Traffic volume is essential in the calculation of roadway segment crash rates. KOA will work closely with the City to obtain average daily traffic (ADT) volumes and intersection turning movement counts from the City’s database or recent studies, such as the Engineering and Traffic Survey, traffic impact studies, and other such studies.

22 CITY OF FULLERTON
RFP #2324-08 FULLERTON MULTI -MODAL SAFETY ACTION PLAN SAFE STREETS AND ROADS FOR ALL (SS4A) SECTION 2 | DETAILED WORK PLAN
KOA will coordinate with City staff to obtain available documents and data (such as traffic volumes, speed surveys, roadway classifications, and other relevant data) for consideration when identifying safety measures for appropriate application at identified locations within the City.
Additionally, KOA will schedule interviews with Fullerton Police Department officers who can provide insight on specific areas of high concern, such as street corridors, intersections, and other locations. Based on the results of the data analysis, KOA will pinpoint collision hotspots where property/business owners can be interviewed to understand traffic patterns and general trends regarding collisions.
TASK 2.2 LITERATURE REVIEW
For the Plan to be both an effective policy document and a guide for implementing projects, KOA will take a holistic view of how programs, practices, and policies related to safety operate within the City and nearby communities.
The initial step in assessing the current state of the City’s transportation policy and planning documents and regulatory frameworks to establish an understanding of the policies and priorities. KOA will review City planning documents such as the General Plan, Circulation Element, Downtown Active Transportation Plan, zoning code, Bike Connector Plan, Local Roadway Safety Plan and other City-specific documents and other recent traffic or mobility studies affecting the study area.
The City of Fullerton does not exist on an island and is centrally located in Northern Orange County’s regional transportation network. As such, KOA will also conduct extensive research of current relevant documents for adjacent jurisdictions that include their circulation elements and any existing or in-progress active transportation plans.
In addition to City-specific transportation plans and nearby jurisdiction plans, the KOA team will review regional plans, such as SCAG’s Regional Transportation Plan, the OCTA Regional Transportation Plan, the OCTA OC Active Report, and ongoing environmental studies for large projects.
KOA will use these plans and policies to form a baseline regarding transportation programs and safety improvements that might be needed citywide.
CLAIMS DATA REVIEW
KOA will review claims history over the last 10 years, with a focus on bicycle and pedestrian safety. Our team will visually display data and highlight locations with a high concentration of claims.
TASK 2.3 COMMUNITY INPUT MEETINGS
KOA will plan, organize, and facilitate three community meetings, to support engagement tasks under Task 3 (below). The three (3) meetings will be organized in the following manner:
1. In-Person Stakeholder Meeting
The first meeting will be organized at the beginning of the project to meet with community members so that our team can better understand overall safety issues, concerns, and discuss next steps.
It is important to note that our team will ensure that the content is not repetitive (given past Active Transportation and LRSP efforts that the City has already undertaken). As such, our team will organize the meeting in a way that will allow for us to revisit the progress that the City has made regarding recently completed efforts. Our team will then explain how this process is necessary (to ensure SS4A compliance, allowing for Federal funding allocations), and begin the discussion of what areas are necessary to further improve.
KOA will work with the City on timing (date but also time of day/day of week), facility reservation logistics, and preparing all digital and printed materials to allow for an engaging event. Upon concluding the meeting, KOA will document with photos and provide a summary to the City for formal documentation and inclusion in the final SS4A Action Plan. KOA will provide materials in Spanish as well, to ensure monolingual Spanish speakers can retain content that has been shared.

2. Virtual Stakeholder Meeting
Understanding that the first meeting will be limited to those who could attend in-person, KOA will coordinate with the City to set up a subsequent virtual meeting shortly after the first meeting. This meeting will cover the same content that was shared during the in-person meeting but will done in a virtual manner.
KOA will conduct the meeting in a user-friendly platform that has been used by the City, such as Zoom. KOA will prepare all meeting materials and incorporate real-time translation, as necessary. KOA will coordinate RSVPs and registration logistics. Like with the first meeting, KOA will document input received by participants.
3. Final Stakeholder Meeting
In this final virtual meeting, the KOA team will present the draft treatments developed as part of the Action Plan and seek input from community members regarding feasibility and the potential of these elements addressing community safety needs. Like with the other meetings, KOA will coordinate meeting logistics and document input received.
For these meetings, KOA will create customized flyers with all information that will allow stakeholders to easily attend.

RFP #2324-08 FULLERTON MULTI -MODAL SAFETY ACTION PLAN SAFE STREETS AND ROADS FOR ALL (SS4A) TASK 2.4 STAKEHOLDER INTERCEPT SURVEYS/INTERVIEWS
The KOA team will draft a physical and virtual survey to collect input from City residents and stakeholders regarding safety needs and determine how the Action Plan will address these issues. KOA will work with the City to draft the bilingual (English and Spanish) survey for distribution.
The distribution will be based on several factors, mainly leveraging an existing stakeholder list as developed with the City.
The stakeholder list will include community-based organizations, schools, civic and fraternal organizations, and other groups that are active within the City. Targeting such groups will be critical as their active networks will allow for a higher possibility of responses. An Action Timetable will be developed by the KOA team to strategize survey distribution and ensure success.
Although the preferred electronic method for survey distribution will ultimately be up to the City, KOA has experienced substantial success utilizing Typeform for electronic surveys, as it allows for more question types and allows for adaptive question formation based on responses.

TASK 2.5 COMMUNITY EVENT ATTENDANCE
KOA will attend up to three pop-up occasions at popular City events to capture community members who are unlikely to attend citywide meetings. The project team would staff a booth to share project information from the community meeting and solicit input on additional projects and strategies. The booth would be attractive and highly visual to garner attention and invite community input.
The pop-up events will allow the team to meet equity considerations, especially since events may be chosen to target audiences most affected by particular projects and least likely to participate in meetings. We understand that under-served populations may find it more challenging to attend community meetings. Going to them rather than expecting them to come to us will allow us to hear diverse community voices we may otherwise not hear from. For this outreach, KOA will research events to attend, coordinate with the organizing entity, and develop all necessary boards, documentation features, and other materials to collect input and to document the results.

TASK 3: COMMUNITY OUTREACH/ENGAGEMENT
TASK 3.1 COMMUNITY ENGAGEMENT PLAN
KOA will develop a Community Engagement Plan (CEP) for the project which will outline: Engagement goals, identify key stakeholders, and discuss strategies to engage the public, local organizations, and other entities. The CEP will also include digital/online engagement methods that can be utilized for this plan, if traditional, face-to-face engagement options are not possible due to public health concerns (i.e.: COVID-19).
The CEP will also discuss the various methods of engagement, such as intercept workshops/surveys, and e-audit tools, development of the core teams, presentations to community groups, community-wide meetings, and digital/media strategies (i.e.: social media), among others. The CEP will also include a draft engagement schedule and an approach to how stakeholders will be engaged. The CEP will also include suggestions on project branding (logo) and a cohesive color scheme to ensure that the project is recognizable to local stakeholders.
Developing a brand will be critical to ensuring that stakeholders recognize the project and events tied to the City’s commitment to safety. KOA will work with the City to develop a tailored project brand to ensure utmost project recognition.
KOA-developed project branding for the City of Maywood Active Transportation Plan Furthermore, draft surveys, flyers, and other general information documents will be included as samples for what could be developed for the Action Plan. The materials will be translated by KOA’s in-house Spanish and Korean speakers and translators. KOA has extensive experience in developing tailored Community Engagement Plans for safety analysis projects. In those plans, KOA worked to blend traditional outreach methods with cutting edge, modern outreach mechanisms such as online surveys, real-time voting and interaction at meetings, and meeting streaming services.
At a minimum, the CEP will include the following sections:
• Meeting format for each of the three stakeholder meetings • Outline of topics to be covered at each meeting
• Community engagement strategy – to ensure we reach the most people as possible • Digital engagement strategies, including social media and other digital distribution of materials • Anticipated engagement costs (material procurement, direct costs) • Documentation of meetings
TASK 3.2 FLYERS, ANNOUNCEMENTS, AND SOCIAL MEDIA
KOA will develop flyers (see earlier example), which will be distributed digitally (through the advisory committee, City social media, and other project partners) as well as hard copies (to be distributed at community meeting places such as libraries, parks, community centers, nearby schools, City Hall, and other civic locations). 27 CITY OF FULLERTON

TASK 3.3 DIRECT MAIL ANNOUNCEMENTS
KOA will work with the City to identify stakeholders that need to be mailed announcements, including flyers and other project materials. This will be done to ensure that members of disadvantaged communities receive meeting notifications.
KOA will work with the City to receive the address list and KOA will take care of all formal mail distribution. It is recommended that City-branded envelopes be used to ensure that residents who receive the mail notices open them and not throw them away.
Task 3 Deliverables
• Develop Community Engagement Plan
• Develop flyers and other announcement strategies
• Distribute surveys digitally and in hard copy form and ensure they are translated into Spanish and Korean (as necessary)
• Coordinate with the City to do direct mail distribution of meeting announcements TASK 4: ANALYSIS
TASK 4.1 EQUITY ANALYSIS
Focusing on at-risk neighborhoods as defined in CalEnviroScreen, we will compare safety, access, and traffic stress experienced in those communities on a census tract level to the rest of the City. This analysis can be used to identify areas that may be prioritized for infrastructure implementation in Task 5 based on a goal of creating an equitable active transportation system. A series of GIS-based maps that document and summarize several community characteristics will be prepared for the project area. Our GIS team will work with the City to determine the most appropriate format and ensure layout consistency. 28 CITY OF FULLERTON

• Existing street facility types, and conditions
• Current network performance
• Conflict zones
• Existing bicycle and pedestrian amenities
• Injury/fatality locations and collision types
• Land uses and key destinations
• Conceptual maps depicting full network buildout
TASK 4.2 IDENTIFY COUNTERMEASURES AND PROJECT OPPORTUNITIES Based on information gathered during our engagement (Task 3) and analysis (Task 4), KOA will map priority areas and the locations within the city of the highest need to improve transportation issues and safety challenges. Based on this information, the KOA team will develop a tailored countermeasure toolbox that will seek to address the infrastructure deficiencies identified by the community.
KOA will develop the toolbox by not only borrowing from what is already in use in the City but also will tailor improvements that will satisfy the goals and needs of the SS4A Action Plan. This process will involve the following:
1. Review existing treatments that have been well-received throughout Fullerton
2. Explore treatments that have been used in other jurisdictions and have been successful in achieving complete streets goals
3. Review literature and ongoing developments in the mobility world that will improve active mobility and livability in neighborhoods
KOA will incorporate these treatments upon acceptance by City staff and will format them in a user-friendly manner that can be easily used during public workshops and posted on the project website. Below is a formatted toolbox that was used for the City of Bell Garden’s Complete Streets Plan.

At KOA, Carlos has managed projects totaling over $10 million. He has led and completed multi-year, million dollar quick build implementation projects, which have required extensive bilingual engagement, bikeway and pedestrian facility concept design and feasibility analysis, and grant application preparation—these efforts led to funding and implementation. Most recently, Carlos managed three projects that have had several proposed treatments go into implementation. For the City of Burbank, he managed an SRTS project that resulted in the construction of curb extensions at two school sites, completed within 18 months of KOA’s project start. Other rapid-implementation projects include SRTS projects for LADOT and the City of Downey. Carlos understands what it takes to implement mobility projects and will bring that same level of expertise to the City of Fullerton.
