FISCAL IMPACT
The cost for the two replacement Vactor CNG Combination Sewer Trucks totals $1,504,577.90. The City annual Vehicle Replacement Program (Fund 64) has programmed funding in the FY 2023-24 Adopted Budget to replace these two sewer vehicles, supported by allocating annual Sewer Funds (Fund 47) into the Vehicle Replacement Program to replace these vehicles at their anticipated end of life.
BACKGROUND AND DISCUSSION
The Public Works Sewer Division has three sewer vacuum trucks. Two trucks have passed their life expectancy and are scheduled for replacement. These trucks provide front-line units for the Public Works Department Sewer Division which maintains 320 miles of sewer mains throughout the City. They play a critical role in preventing sewer system blockages by hydro jetting the main lines, complying with state regulations and preventing overflows and spills.
The first truck (550A) is an 18-year-old, diesel-powered vacuum truck nearing its extended 20-year life expectancy. The second truck (540B) is a 14-year-old, CNG-powered vacuum truck that has remained out of service for a year due to its age, frequency of repairs and difficulty finding replacement parts. These circumstances prevent staff from extending the vehicle life expectancy. Staff notes that build time and delivery take approximately one-to-two years and the City would expect to receive the vehicles in 2026.

The City often utilizes cooperative purchasing for vehicle fleet purchase and replacement to streamline the purchasing process and contend with sourcing challenges, in accordance with the City of Fullerton Purchasing Policy. Administrative Policy 4.1.2 Section IV.D allows an exemption to the Open Market process when participating in an established governmental “Cooperative Purchasing Agreement.” Cooperative purchasing is “Procurement conducted by, or on behalf of, one or more Public Procurement Units” as defined by the American Bar Association Model Procurement Code for State and Local Governments with pre-negotiated cooperative agreements priced with vendors through which cities can procure goods and services without going to formal bid.
Staff requests authorization to purchase the two Vactor trucks totaling $1,504,577.90 from Haaker Equipment Company through Sourcewell (Contract No. 101221-VTR). Sourcewell is a cooperative purchasing State agency that competitively solicited bids for various products and services establishing predetermined pricing for other governmental agencies.
