PRIORITY POLICY STATEMENT

Infrastructure and City Assets.

FISCAL IMPACT
The City anticipates receiving $3,695,101 in SB 1 funds in Fiscal Year (FY) 2024-25 and estimates the preliminary project cost for Maplewood Area would total approximately $3,700,000, funded from RMRA funds. The FY 2024-25 Proposed Capital Improvements Projects Plan would include funding for this project, if City Council adopts the draft resolution.

BACKGROUND AND DISCUSSION
The Governor signed Senate Bill 1, known as the Road Repair and Accountability Act of 2017, on April 28, 2017 which developed the Road Maintenance and Rehabilitation Account (RMRA) funds to address basic road maintenance, rehabilitation and critical safety needs on both the state highway and local streets. The bill bases RMRA revenues on fuel excise taxes, diesel fuel sales taxes and vehicle registration fees and includes annual inflationary adjustments. The State Controller distributes funds apportioned by existing protocols. The current estimate of revenue for FY 2024-25 to the City of Fullerton totals $3,695,101.

The City must follow two supplemental steps to receive RMRA funds, unlike Gas Tax revenues which the City receives directly:

The City must submit an executed City Council resolution to the California Transportation Commission identifying new and carryover projects funded with RMRA funds.

The City must maintain programmed general fund expenditures for street, road and highway purposes. The minimum Maintenance of Effort (MOE) spending is based on the annual average of general fund expenditures during FY 2009-10, FY 2010-11 and FY 2011-12.

The California State Controller’s Office calculated the City of Fullerton three-year average MOE expenditure benchmark requirement for SB 1 totals $2,142,925. The anticipated MOE expenditure for FY 2023-24 exceeds $5,000,000, which exceeds the required amount as part of a similar mandate from OCTA and Measure M-2 Local Fair Share funds.

Staff recommends one pavement rehabilitation project:

Maplewood Area – generally bounded by Euclid Street, Valencia Avenue, Knepp Avenue and Richman Avenue, approximately 2.5 miles long. Including Maplewood Avenue, West Avenue, Ash Avenue, Elm Avenue, Rosslyn Avenue, Valencia Avenue, Roosevelt Avenue, Adams Avenue, Washington Avenue and Woods Avenue.

The programmed improvements involve:
damaged curb, gutter and sidewalk repair
access ramps construction
pavement grind and overlay
signage and striping updates.

These roadway segments make ideal candidates for rehabilitation per the Orange County Transportation Authority and Pavement Management Program (PMP) guidelines as the current Pavement Condition Index (PCI) scores for the Maplewood Area roadway segments range from 26 to 69 (Very poor to fair) per 2022 Pavement Management Plan.

The Infrastructure and Natural Resources Advisory Committee reviewed and unanimously supported this project on March 18, 2024. The project would follow a separate water main replacement project scheduled for construction in Winter 2024 and Spring 2025.
