FISCAL IMPACT
The Fiscal Year (FY) 2023-24 Adopted Capital Improvement Program (CIP) Budget has sufficient funding for the project provided from Water Funds. Staff recommends a $1,460,000 Water Funds budget transfer and appropriation from Project 53250 Water Main System Replacement to Project 53054 Candlewood Area Water Main Replacement within the Water Fund (Fund 44).

Staff attached a budget Data Sheet / Summary of Bids and the Contractor Bid Schedule for reference (Attachments 1 and 2).

BACKGROUND AND DISCUSSION
This project would replace 0.85 miles of water pipe on Trieste Way, Post Road, Larkwood Drive, Candlewood Drive, Sunny Ridge Drive, Athena Place and Geneva Place, as shown on Attachment 3.

This project would help the City meet the established 2019 Water Rate Study water main replacement goals. Staff reprioritized and deferred many other planned Water Capital Improvement Projects to meet these goals due to recent construction cost escalation.

The City received ten bids on May 6, 2024 with Williams Pipeline Contractors of Mission Hills, CA submitting the $1,298,246 lowest responsible base bid. The low bid submitted is approximately 19% lower than the $1,606,750 Engineer estimate.

Construction would tentatively start July 2024 with anticipated project completion in November 2024. Staff would notify residents and businesses of upcoming project construction and potential impacts.

Staff prepared an environmental assessment in accordance with California Environmental Quality Act Guidelines and determined that the project is categorically exempt.
