SUBJECT: CONTRACT WITH BIG BEN ENGINEERING, INC. FOR FIRETHORNE AREA WATER MAIN REPLACEMENT PROJECT
SUMMARY
Award $1,228,690 construction contract to Big Ben Engineering, Inc. for the Firethorne Area Water Main Replacement Project.
PROPOSED MOTION
Approve Firethorne Area Water Main Replacement Project plans and specifications.
Approve $1,455,000 Water Fund (Fund 44) budget transfer and appropriation from CIP Project 53250 Water Main System Replacement to CIP Project 53044 Firethorne Area Water Main Replacement within the Water Fund (Fund 44).
Award $1,288,690 construction contract for Firethorne Area Water Main Replacement Project to Big Ben Engineering, Inc. and authorize City Manager, or designee, to execute and administer the contract, in a form approved by the City Attorney.
Authorize Public Works Director, or designee, to approve any future change orders for construction and professional engineering construction support services within the approved project budget.

FISCAL IMPACT
The Fiscal Year (FY) 2023-24 Adopted Capital Improvement Program (CIP) Budget has sufficient funding for the project provided from Water Funds. Staff recommends a $1,455,000 budget transfer and appropriation from Project 53250 Water Main System Replacement to Project 53044 Firethorne Area Water Main Replacement within the Water Fund (Fund 44).
Staff attached a budget Data Sheet / Summary of Bids and the Contractor Bid Schedule for reference (Attachments 1 and 2).
BACKGROUND AND DISCUSSION
This project would replace 0.83 miles of water pipe on Oakwood Avenue, Sandalwood Avenue, Beechwood Avenue, Boxwood Avenue, Firethorne Avenue and Lantana Avenue as shown on Attachment 3. This project would help the City meet the 2019 Water Rate Study water main replacement goals. Staff has reprioritized and deferred many other planned Water Capital Improvement Projects to meet these goals due to construction costs escalation.
The City received seven bids on May 1, 2024. Big Ben Engineering, Inc. of Irvine, CA submitted the lowest responsible base bid totaling $1,288,690 which is approximately 23% lower than the $1,670,000 Engineer estimate.
Construction would tentatively start July 1, 2024 with anticipated project completion in October 2024. Staff would notify impacted residents and businesses of upcoming project construction and potential impacts.
Staff prepared an environmental assessment in accordance with California Environmental Quality Act Guidelines and determined the project is categorically exempt.
